Job Vacancy For Junior Finance Specialist
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a public-benefit federal enterprise working in more than 100 countries worldwide. Project Brief:
• Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) - The programme (PAIReD) supports public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level. PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. • The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts. PAIReD supports the capacity development of its partners for making the public financial management system more
transparent, fairer, and more effective.
• It advises national institutions and partner districts on developing data-based plans and inclusive planning processes,
strengthening the linkages between land-use plans and development plans with an associated budget and expenditure. PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions. As part of its interventions in the field of anticorruption PAIReD plans to implement a multi-donor action co-financed by the European Union that seeks to strengthen the rule of law and the fight against corruption in Ghana
Scope of Role:
• The Junior Finance Specialist deals with tasks assigned to him/her after prior consultation with the line manager. He/She responds to enquiries related to issues that fall within the assigned thematic area, and in consultation with the experienced specialist where applicable.
• The Junior Finance Specialist supports the accurate processing and monitoring of all payment flows, helps to ensure the supply of funds and supports the administrative work related to financial management. In consultation with experienced specialists, he/she draws up analyses for internal customers and assists in drawing up monthly/quarterly reports.
Tasks:
• Monitors the real accounts (payables, receivables) and reports regularly to the officer responsible for the contract and cooperation and the accounting manager.
• Ensures services rendered within the section are done correctly according to GIZ Financial and Accounting Guidelines.
• Carries out accounting procedures using WINPACCS bankbook and cashbook software, balancing both books periodically, always prepared for both regular and unannounced dash counts and bank reconciliation statements.
• Submits the end-of-month accounts from the project accounting, cash books and account balance vouchers (through or from WINPACCS) to the officer responsible for the contract and cooperation and forwards them to GIZ Country Office.
• Monitors income, expenditure, and monthly reconciliation in accordance with GIZ requirements and facilitates operational fund transfers to sub projects.
• Responsible for handling the project’s cashbox, including daily reconciliation of the cash account and immediate reporting of any surpluses or shortfalls in cash.
• Supports the preparation of internal controls and external audits.
• Ensures quality control of voucher documents before submitting to Country Office to minimize monthly the error sheets.
• Tracks all processes and the focal person for calculating transport reimbursements.
Qualification Required & Experience
• Bachelor’s degree or comparable qualification in accounting, finance, economics or similar area.
• One (1) year professional experience in a comparable position with a focus on accounting administration will be an advantage.
• Knowledge of accounting software (WinPACCS and Cashbook).
• Good-working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
• Strong command of English language (both written and oral) is required.
• Good communication and excellent management skills.
• Good team player and proactive attitude towards work, personal and institutional changes.
• Result oriented performance, attention to detail and quality performance, and punctual attitude.
• Knowledge of GIZ’s processes and rules will be an advantage.
• Willingness to upgrade skills as required by the tasks to be performed
