Project Brief:

• The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) supports public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level. PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
• The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts. PAIReD supports the capacity development of its partners for making the public financial management system more transparent, fairer, and more effective.
• It advises national institutions and partner districts on developing data-based plans and inclusive planning processes, strengthening the linkages between land-use plans and development plans with an associated budget and expenditure. PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions.
• As part of its interventions in the field of anticorruption PAIReD implements a multi-donor action co-financed by the European Union that seeks to strengthen the rule of law and the fight against corruption in Ghana.

Scope of Role:

• The Advisor is responsible for the implementation of activities in the field of public finance with a focus on support for the Ghana Revenue Authority (GRA) and the Ministry of Finance, as part of GIZ’s PAIReD programme. He/she also provides assessments and analyses of developments that affect public finances in Ghana. Moreover, he/she engages on cross-cutting topics such as gender, digitization, communication, etc. and contributes to knowledge management and results-based monitoring.

Tasks:

• Provide expert advice on the improvement of Ghana’s system of public finances, with a special focus on the administration of public revenue.
• Support the development and implementation of an integrity strategy at GRA.
• Plan and support the implementation of taxpayer education and public sensitization activities.
• Initiate activities on questions of gender in the context of public finances.
• Plan and coordinate support for CSOs and the media in the field of public finances.
• Produce concept notes, terms of reference, budgets and other documents as required for the implementation of the work packages.
• Provide input to the PAIReD programme’s monitoring and reporting.
• Travel within Ghana to support selected activities.

Qualification Required & Experience

• Master’s degree in economics, public administration, political science, or a related field.
• At least five (5) years’ experience in public administration reform.
• In-depth understanding of Ghana’s system of public finances, and specifically the roles and responsibilities of the different actors involved.
• Experience in engaging with and providing consultancy to government agencies.
• Experience in working with civil society actors and the media
• Strong analytical, problem-solving, and project management skills.
• Excellent communication and interpersonal abilities, with a track record of collaborating effectively with multidisciplinary teams and stakeholders.
• Experience in the digitization of administrative processes and proficiency in IT-based approaches to project management and cooperation.
