Project Brief:

The project AYA Integrated Healthcare Initiative seeks to strengthen the prevention and management of non-communicable diseases in Ghana. In close cooperation with the Ghanaian Ministry of Health (MoH) and Ghana Health Service (GHS) and building on the successful implementation of the Ghana Heart Initiative (GHI), the multi-donor approach focuses on improved and integrated healthcare services for cardiovascular diseases and diabetes type II.

Scope of Role:

• The Technical Advisor – M&E is responsible for implementing daily operational aspects of monitoring; supporting data collection, analysing data, summarizing and reporting results to project team and donors; quality assurance and improvement of all data related aspects of the project; as well as maintaining a good flow of communication and information between all involved partners, institutions and GIZ as related to M&E.

Tasks:

• Update the M&E framework of the project on a regular basis, including indicators based on the data analyzed and activities implemented and share the findings with the team to ensure timely implementation of the project
• Support the development and revision of data collection procedures and measurement tools, review the quality of data collection tools, data collection methods, existing data and other aspects of M&E and provide necessary suggestions for improvement
• Support the collection of data at the health facility level related to the project and provides technical assistance to the health information officers to improve the data collection process and usage of data
• Analyse all collected data, prepare presentations and provide timely reports on findings to team, partners and other relevant stakeholders as necessary
• Contribute to proposal development by providing relevant M&E data and insights; support the development and/or finalization of project operational plans and ensure timely updates based on activities completed
• Support preparation of donor reports as well as progress reporting activities including reviews and evaluation
• Participate in the weekly team jour fix and other meetings as required
• Develop and maintain contact with all important stakeholders relevant for monitoring aspects of the project
• Design and implement capacity-building initiatives for project staff and partners on M&E best practices and data management.
• Develop and maintain a comprehensive M&E database for the project, ensuring data integrity and accessibility
• Conduct regular field visits to project sites to monitor progress, validate data, and provide on-site support to implementing partners
• Stay updated on emerging trends and best practices in M&E for non-communicable diseases and health projects, incorporating innovations into the project's M&E systems as appropriate
• Collaborate with the project team to develop and implement data visualization strategies for effective communication of project outcomes

Qualification Required & Experience

• University degree in Statistics, Economics, International Development. Master’s degree in Monitoring and Evaluation will be an added advantage
• Minimum of five (5) years’ professional experience in an M&E position implementing M&E systems related to international development work preferably in health-related projects; experience working on international donor or private sector funded projects
• Strong project management and organisational skills; proficiency in stakeholder engagement and management
• Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Teams, SharePoint, OneDrive), Data analysis software (e.g., SPSS, Stata,R), data visualization tools (Power BI) and ODK platform (Kobo Toolbox)
• Results oriented with excellent analytical, problem-solving, report writing and presentation skills
• Fluency in English, strong communication (verbal and written) skills, proactivity, adaptability and willingness to create results under pressure
• Experience with working in multicultural and multisectoral environments, with excellent interpersonal skills and teamwork capabilities
• Willingness to travel within Ghana, knowledge of Ghanaian languages is an advantage
• Willingness to upskill as required by the tasks to be performed
