Project Brief:

• The project Pact for Skills: Support to the Transformation of the TVET System in Ghana aims at supporting the TVET reforms in Ghana in collaboration with the Ministry of Education, the Commission for TVET, the TVET Service, AAMUSTED, TVET institutions and the industry.
• It is commissioned by the German Ministry of Economic Cooperation and Development (BMZ) and co-funded by the European Union (EU). The integration of environmentally friendly and digital elements into TVET is an important aspect of the project.

Scope of Role:

• We are seeking a Technical Advisor to drive the implementation of competency-based training (CBT) in green and demand-oriented economic sectors.
• This role involves supporting the technical team and project partners (CTVET, GTVETS) in delivering CBT programmes across three trade areas (Recycling Technology, Biodigester Construction, Building Construction), including Workplace Experience Learning (WEL).
• The advisor will also play a key role in developing a model for Green TVET Schools.

Tasks:

• Support the implementation of the CBT programmes in Recycling Technology, Biodigester Construction and Building Construction, in close collaboration with the Commission for TVET, the Ghana TVET Service, partner TVET institutions and the industry and with the active involvement of development workers in the regions.
• Capacitate and support TVET personnel (TVET teachers and workplace facilitators) to improve CBT implementation and WEL delivery in the three trade areas.
• Support the delivery or WEL measures, incl. the identification and selection procedures for WEL companies and the strengthening of Industrial Liaison Secretariats in the technical institutes.
• Provide technical advice to the Commission for TVET, the Ghana TVET Service and a project grantee on CBT implementation and the successful coordination of processes.
• Support the development and coordination of institutional greening activities in selected TVET schools.
• Organise workshops, seminars and other events on issues related to your tasks.
• Support cooperation and dialogue with project partners incl. private sector and other stakeholders in the project environment to improve and maintain good working relationships, assist with PR work.
• Prepare reports to commissioning parties, presentation documents, including M&E, success stories and best practice examples

Qualification Required & Experience

• Advanced university degree in an area that is related to the project objectives, with a focus on a relevant field (education, economics, etc.).
• 5 years professional experience in a comparable position relating to TVET implementation, CBT, cooperative training.
• 3 years experience working with an international organisation in development cooperation.
• Very good working knowledge of the TVET system in Ghana, especially CBT approaches, and its stakeholders.
• Professional experience with administrative key processes (grant agreements and public procurement).
• Professional experience in planning, implementation, monitoring, evaluation and reporting and good IT skills.
• Diligent, goal oriented, open minded and innovative, team player and ability to perform task without supervision.
• Proficient in spoken and written English; a working knowledge of German is an asset.
• Strong interpersonal skills, work experience in an intercultural environment, strong managerial, organisational, and social competence.
• Very strong communication skills and ability to engage stakeholders and facilitate networking.
• Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
• Ability to work under pressure of deadlines, high degree of flexibility, attention to detail
