Project Brief:

• Participation, Accountability and Integrity for a resilient Democracy (PAIReD) – The PAIReD programme supports key state and civil society actors in building up capacities to implement a citizen-oriented, integer and accountable governance on local and national level.
• A special focus is placed on improving tax policy and tax management for a fairer and more sustainable mobilization of revenue and strengthening the regulatory capacities of the public administration for a more accountable and transparent expenditure planning.
• Furthermore, the capacities of state institutions for uncovering and prosecuting cases of corruption and money laundering are strengthened and competencies of civil society and media for their participation in accountability processes are being improved

Scope of Role:

• The Advisor is responsible for the implementation of activities in the field of public finance with a focus on support for the Ministry of Finance’s Tax Policy and Non-tax Policy Units, as part of GIZ’s PAIReD programme. He/she also provides assessments and analyses of developments that affect public finances in Ghana. Moreover, he/she engages on cross-cutting topics such as gender, digitization, communication, etc. and contributes to knowledge management and results-based monitoring.

Tasks:

• Provide expert advice on the improvement of Ghana’s system of public finances, with a special focus on revenue policy (taxes and non-tax revenue)
• Take part in the on-going analysis of Ghana’s system of public revenue and the identification of fields of intervention
• Plan and support the development of policies for more efficient, effective and equitable taxation
• Initiate and support activities on questions of climate protection and gender equity in the context of public finances
• Plan and coordinate support for CSOs and the media in the field of public finances
• Produce concept notes, terms of reference, budgets and other documents as required for the implementation of the work packages
• Provide input to the PAIReD programme’s monitoring and reporting, and participate in its working group on digitization
• Travel within Ghana to support selected activities

Qualification Required & Experience

• Master’s degree in economics, with a special focus on public finances.
• At least five years of work experience related to public revenue in Ghana.
• In-depth understanding of Ghana’s system of public revenue, and specifically the roles and responsibilities of the different actors involved.
• Strong academic background on the economic theory of public finances, especially taxation.
• Experience in engaging with and providing consultancy to government agencies.
• Strong analytical, problem-solving, and project management skills.
• Excellent communication and interpersonal abilities, with a track record of collaborating effectively with multidisciplinary teams and stakeholders.
• Experience in the digitization of administrative processes and proficiency in IT-based approaches to project management and cooperation.
• Ability to work under pressure of deadlines, high degree of flexibility, attention to detail
