The Financial Manager is responsible for overseeing financial operations, ensuring compliance with donor and private sector requirements, and managing finances for grant-based and revenue-driven projects. This includes expertise in handling international donor-funded projects such as those from Global Fund, USAID, DFID, and private sector financial operations. Job Description:
1. Financial Management and Reporting
• Develop and implement financial systems to ensure accurate and timely financial transactions and reporting for both donor-funded and private sector projects.
• Oversee accounts payable, accounts receivable, payroll, and cash flow management.
• Prepare monthly, quarterly, and annual financial statements for internal and external stakeholders, including donors, investors, and the board.
• Ensure compliance with internal controls, policies, and audit requirements for diverse funding sources.
2. Grant and Private Sector Financial Management
• Manage grant-based finances, ensuring compliance with donor-specific requirements (e.g., USAID’s 2 CFR 200, Global Fund financial frameworks, DFID compliance rules).
• Oversee financial operations for private sector projects, ensuring accurate revenue recognition, expense tracking, and profitability analysis.
• Monitor cost recovery for fee-based services and products, aligning with the organization’s business model.
• Serve as the primary point of contact for financial queries from donors, clients, and internal teams.
3. Budgeting and Financial Planning
• Lead the development of budgets for grant-funded and private sector projects, ensuring alignment with strategic goals.
• Provide regular budget variance analyses and financial forecasts for grant and revenue-driven projects.
• Collaborate with program and business development teams to develop pricing strategies and financial models for proposals, including cost-benefit analyses.
4. Compliance and Audit
• Ensure compliance with donor and private sector financial reporting standards, including tax regulations, financial reporting standards (GAAP/IFRS), and contractual obligations.
• Coordinate internal and external audits, addressing findings promptly and implementing corrective actions.
• Establish and maintain internal controls to mitigate risks and ensure data accuracy for both grants and private sector operations.
5. Strategic Financial Oversight for Private Sector Initiatives
• Provide financial analysis and insights to support private sector project growth, investment decisions, and market expansion strategies.
• Support negotiations with private sector clients, including pricing, payment terms, and contract conditions.
• Optimize working capital management for private sector initiatives, including accounts receivable and inventory management.
• Drive financial performance metrics for private sector projects, including profitability, ROI, and cost-efficiency.
6. Financial Systems and Process Optimization
• Implement financial tools and systems to streamline workflows for donor and private sector operations.
• Automate processes for billing, payment collection, and financial reporting to improve efficiency and accuracy.
• Train and mentor staff on best practices in financial management for both grants and revenue-driven projects.
7. Risk Management
• Conduct risk assessments for grant-based and private sector financial operations.
• Monitor cash flow, funding gaps, and financial risks, and propose mitigation strategies.
• Ensure financial risks are communicated and managed effectively with senior leadership.
8. Capacity Building
• Train program, business development, and finance teams on donor financial management requirements, cost recovery strategies, and financial sustainability for private sector projects.
• Collaborate with teams to improve grant utilization, cost-efficiency, and revenue generation practices.
Qualification Required & Experience
Education
• Bachelor’s degree in Accounting, Finance, Economics, or a related field.
• Master’s degree in Finance, Business Administration, or a related discipline is an added advantage.
• CPA, ACCA, or equivalent professional certification required.
Experience
• Minimum of 7-10 years of experience in financial management, including at least 5 years managing donor-funded grants (e.g., USAID, Global Fund, DFID) and private sector financial operations.
• Demonstrated experience in accounts management, financial modeling, and compliance for both grants and revenue-driven projects.
• Proven ability to manage finances for fee-based services and private sector initiatives.
Technical Skills
• Strong knowledge of donor financial rules (e.g., USAID 2 CFR 200, Global Fund, DFID) and private sector accounting standards (GAAP/IFRS).
• Advanced proficiency in financial software (e.g., QuickBooks, SAP, or similar ERP systems).
• Expertise in financial modeling, cost recovery, and profitability analysis for private sector projects.
• Advanced skills in Microsoft Excel for financial analysis.
