Project Brief:

The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) supports public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level. PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts. PAIReD supports the capacity development of its partners for making the public financial management system more transparent, fairer, and more effective. It advises national institutions and partner districts on developing data-based plans and inclusive planning processes, strengthening the linkages between land-use plans and development plans with an associated budget and expenditure. PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions.

Scope of Role:

In your role you are responsible for the technical, substantive and organisational implementation of activities in the field of Anti-Corrup to in with a focus on Gender Transformative Approaches to Anti-Corruption as part of the PAIReD programme. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the impact of respective activity packages

Tasks

• Responsible for co-creating and implementing activities with selected partners on gender transformative approaches in the context of the fight against corruption in Ghana.
• Coordinating public education and awareness campaigns conducted by civil society organisations on anti-corruption with a focus on women and the youth.
• Identifying possible intervention areas on the role of women and the youth in the fight against anti-corruption.
• Providing the capacity development for women and the youth in contributing to accountability and the rule of law.
• Providing substantial support to the mainstreaming of gender aspects in all intervention with state and non-state actors.
• Developing concept notes and Terms of Reference (TORs) and managing service contracts and finance agreements, including the coordination and management of service providers and grant recipients.
• Monitoring and reporting on relevant gender-related developments and their implications for human rights and good governance principles.
• Contributing to the operational planning and its implementation and reviews and provides technical inputs that are relevant to the component and the success of the programme.
• Conducting duty trips within Ghana

Qualification Required & Experience

• Master’s Degree in a field of study relevant to the position with a special focus on Gender Equality and Social Inclusion.
• At least 5 years working experience in the relevant field.
• Knowledge in the field of anti-corruption and the main stakeholders in Ghana with a strong focus on the civil society and the cooperation between non-state and state actors.
• Working experience with international development cooperation in the field of gender, anti-corruption, and good governance.
• Excellent written and oral communication skills in English and self-confidence, diplomatic skills and professional appearance.
• Proven ability to work solution-oriented and independently, strong team player in an international team.
• Strong analytical, strategic and conceptual skills with proven expertise in developing concept notes, Terms of References and contract management
