Asset Management/Procurement Contract Management Specialist



The Urban Institute, a non-profit organization based in Washington DC, is seeking to hire local government experts for a forthcoming project on building local government capacity in public financial management in Ghana. The project team will work closely with MMA staff and officials in a number of different locations to build skills and capacity. The program is expected to take place over 3 years starting around October 1, 2012. Positions are contingent upon project award.

Asset Management / Procurement Specialist.  Will work as part of a team to provide MMAs with support on activities related to asset management, including the development of asset register, valuation of assets; handling and managing complex or large scale procurement processes, and implementation of works projects. Position will require extensive in-country travel. Position is contingent upon project award.

Qualification Required & Experience

We are looking for people with strong technical expertise, an interest in working with people and excellent interpersonal skills.

. Should have at least 5-10 years of experience in the following areas: property inventorying, asset valuation, complex / large scale procurement, municipal social and/or infrastructure projects, and contract and project management.
. A Degree in Engineering, Quantity Surveying or a related discipline is required.
. Fluency in English is a requirement, with fluency in one or more local languages highly desirable.
. Experience with training and capacity building (through mentoring, guiding, providing technical assistance) is highly desirable.
. Master’s degree is preferred.
