Job Vacancy For Team Leader on Local Government Project At The Urban Institute



The Urban Institute, a non-profit organization based in Washington DC, is seeking to hire a Team Leader for a forthcoming project on building local government capacity in public financial management in Ghana.

The successful candidate will lead a team working closely with local government staff and officials in a number of different locations to build skills and capacity. The program is expected to take place over 3 years starting around October 1, 2012. Positions are contingent upon project award.

Team Leader.

. The Team Leader will be responsible for managing the project, providing technical leadership, maintaining close contact with the counterpart local governments and with the client, working toward project objectives collaboratively through the development and implementation of work plans, and providing oversight and quality control for project activities.

. The Team Leader will also be responsible for overall administrative management, including compliance with local law and UI policies; human resources management and financial management.

Qualification Required & Experience

. She/he should have 10 years or more of experience leading local government projects preferably in the area of public financial management.

. Needs to have strong management skills and communication skills, as well as experience with managing large technical assistance and/or capacity building projects.

. Should have technical knowledge in one or more of the following areas: asset management, procurement, budgeting, revenue management, auditing, social accountability, performance management, grants management, contracting.

. Fluency in English is a requirement, with fluency in one or more local Ghanaian languages highly desirable.

. Must have a Master’s Degree in a relevant discipline.

Position will be based Ghana, with extensive in-country travel. Position is contingent upon project award.
