Job Vacancy For Director (Management Services Division) At Public Services Commission

Object of the Position:
To provide technical and operational leadership and direction for the achievement of the objectives of the Management Services Division and the Commission.

Duties and Responsibilities:

•  Initiate action for the formulation and implementation of policies and programmes to promote efficiency, accountability and integrity in the Public Services.
•  Provide guidance and direction to ensure effective and efficient performance of management services function of the Commission.
•  Supervise the preparation of appropriate staff manuals and handbooks on various systems for use by the public service organizations.
•  Conduct management reviews in organizational development and management in the public services.
•  Oversea the implementation of competitive Organizational Development and Management (ODM) system processes, policies, procedures and tools for effective and efficient functioning of public services organizations.
•  Advise the Commission on trends and best practices in Organizational Development and Management (ODM) within the Public Service.
•  Provide inputs for the formulation of strategies for staff auditing and rationalization.
•  Supervise and manage the Units under the MSD to operate efficiently and effectively.
•  Prepare and submit annual budget of the division for inclusion in the Commission's Budget
•  Prepare and submit timely quarterly, annual and other periodic reports to the Commission
•  Appraise and evaluate the performance of staff in the division in accordance with approved guidelines

Qualification Required & Experience

•  A minimum of a Master's Degree in the Social Sciences from an accredited tertiary institution preferably in Administration, Human Resource Management, Sociology, Psychology, Economics or related disciplines;
•  Membership of the Institute of Human Resource Management Practitioners, Ghana, or CIPD UK or related professional disciplines;
•  A Post-Graduate Diploma in Public Administration;
•  A minimum of ten (10) years' relevant work experience, five (5) years of which must be in a senior management position in a reputable organisation.

•  Good knowledge of Financial, Procurement, Auditing and Labour regulations;
•  Excellent computer proficiency;

•  Excellent report writing skills
•  Excellent negotiation, lobbying, networking and facilitation skills
