MalariaCare aims to achieve universal diagnosis and appropriate case management for malaria by strengthening the capacity of malaria-affected countries at all levels of the health system to provide high-quality diagnostics and treatment services for malaria and other febrile illnesses.

Job Description

PATH seeks a Monitoring and Evaluation (M&E) Manager to provide support to a new project in Ghana, implemented under the global MalariaCare partnership, a USAID - funded program available to support case management support to PMI focus and other countries.  This position reports to the Deputy Chief of Party for MalariaCare Ghana.

Based in Accra, the M&E Manager will be responsible for the following key task areas:

•   Lead the M&E team towards the goal of building government partner capacity to manage and analyze data management and information systems.
•   Ensure the alignment of research and M&E activities with program goals.
•   Provide technical leadership and support to government partners in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting.
•   Develop close working relationships with all project participants and stakeholders including the primary stakeholders, private sector and NGOs – all parties required to establish a shared vision of the project and achieve objectives.
•   Oversee the compilation of quarterly and annual narrative reports on program progress for submission to USAID.
•   Collaborate with counterparts and partner organizations in work planning and program implementation.
•   Oversee the analysis of indicators and performance based agreements, evaluate information and make recommendations. To that effect, works directly with technical teams within MalariaCare Ghana.
•   Clarify the core information needs of management and provide relevant and timely information to the Chief of Party and Deputy Chief of Party.
•   Appoint key M&E staff to the project and supervise their activities.
•   Guide the development of budgets for the M&E components to project activities.

Required Skills

•   Fluency in English to include reading, writing and speaking.
•   Demonstrated management capabilities.
•   Proven ability to collaborate and work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions and others at all levels.
•   Excellent organizational practices.
•   Demonstrated proficiency in Microsoft Office, including Excel, Access, and Word.
•   Experienced user of a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar).
•   Knowledge of USAID-funded project reporting and analysis is strongly desired.

Qualification Required & Experience

•   Master’s degree in demography, epidemiology, statistics, health, social sciences, or related field.
•   A minimum of five years of demonstrated experience in monitoring and evaluating complex health and development programs with increasing levels of management responsibility.
•   Experience in operational research a plus.
•   Strong knowledge of monitoring and evaluation methodology data analysis and plan development, including conceptual frameworks and logic models.
•   Experience managing indicators under performance based agreements.
•   Experience in managing facility health data and data systems.
