Job Summary
MCDI is looking for a Ghanaian to work as a Data Manager in the new (MalariaCare) project in Ghana. The position provides support to the project in Ghana, implemented under the global MalariaCare partnership, a USAID-funded programme designed to provide case management support to PMI-focus and other countries. MalariaCare partnership led by PATH aims to achieve universal diagnosis and appropriate case management for malaria by strengthening the capacity of malaria-affected countries at all levels of the health system to provide high-quality diagnostic and treatment services for malaria and other febrile illnesses. This position based at the Clinical Laboratory Unit (CLU) will directly report to the Technical Advisor-Diagnostics of MalariaCare Ghana and head of Clinical Laboratory Unit.
The Data Manager will assist the CLU/Ghana Health Service (GHS) to conduct data collection, analysis and reporting of malaria diagnostic programme performance in addition to maintaining an Access database. The Data manager will also provide oversight of data quality and collection methods. She/he will work with the MalariaCare monitoring and evaluation team to produce national, regional and health facility level data for the purposes of planning and decision-making.
Based in Accra, the Data Manager will be responsible for the following key activities:
• Coordinate data collection activities with the CLU
• Assist the CLU with routine data analysis and reporting of malaria diagnostic data
• Oversee the timely and accurate transfer of routine malaria diagnostics data, collected during quarterly supervisory activities, from paper-based checklists to a Microsoft Access database
• Provide training and technical support to CLU staff on data collection, analysis and reporting to develop long term data management capacity
• Serve as liaison with the CLU and the MalariaCare project team on data management issues
• Propose and carry-out database design and reporting structure improvements; make recommendations for programmatic improvements based on the concepts of data-driven decision-making
• Produce quarterly analysis of data and relevant indicators and present to management for informed decision-making
• Work with the project Monitoring and Evaluation Technical Advisor to contribute to the design of project monitoring and evaluation systems to assess progress and recommended solutions
• Support the M&E efforts through seamless management and analysis of data and relevant indicators
• Train staff as needed on the use of the data management system
• Ensure the reliability and completeness of data being entered onto the database systems and maintain an accurate and up-to-date system
• Lead the development of new methods for capturing, entering, validating or manipulating data
• Undertake periodic review of the data management systems and databases and identify the key performance questions and parameters for maintaining quality and efficient data systems and support them to implement required changes
• Contribute to the timely production of information products such as annual reports as well as bulletins and special reports
• Work with team to introduce new technologies related to data capture and reporting (such as data collection using tablets)
• Perform other duties from time to time as required
Qualification Required & Experience
• Demonstrated ability to lead and manage technical assistance teams and multi-partner collaborative projects
• Demonstrated ability to work at central, regional and local levels of the GHS
• Demonstrated ability to work with government officials, public health officials, health facility administrators, clinicians (doctors, nurses, midwives, pharmacists), and laboratory technicians
• Demonstrated ability to work in coordination with international and national NGOS
• Demonstrated ability to work within SQL environment
• Excellent experience with database development, management, and standardisation of reporting formats
• Experience working with both quantitative and qualitative research
• Good organisational skills to support documentation, reporting of data, and dissemination of information
• Data analysis and report writing skills
• Working knowledge of various statistical programmes (STATA, SPSS, Epi Info, etc)
• Ability to work independently as well as collaboratively on a team
• Excellent written and verbal communication skills
• Well-balanced professional able to see the big picture and keep track of necessary detail
• Critical thinker with flexible and innovative problem-solving skills
• Fluency in English required
• Ability to travel up to 30 per cent in-country
Required Experience and qualification:
• Health Service Administrator or Health Professional, with degree in Statistics, Computer Science, Development Studies, or related
• A minimum of five years experience working in data management capacity and non-governmental organisation managing health assistance programmes, preferably in malaria control programs
• Experience with USAID-funded projects preferred
• Demonstrated experience in capacity building, supervision, teaching and mentoring
