Presbyterian Church of Ghana is partnering with CBM to implement a social accountability Maternal Health project in the Upper East Region under the Presbyterian Health Services -North (PHS-N). CBM is an international Christian development organisation with the primary purpose to improve the quality of life of the world’s poorest people with disabilities and those at risk of disability, living in the most disadvantaged societies.
The project will be implemented in collaboration with the government and the local community and is funded by European Union for a period of three years (2014- 2016).
The Project description is the following:
• Title of the project: “Maternal Health Social Accountability Project”
• Overall objective: To contribute to improved public responsiveness to maternal health in 3 districts of the UER.
Specific Objectives:
Maternal Health improved through strengthening social accountability systems Objective 2: Increased accessibility to skilled delivery through community engagement
The project intends to use Civil Society Organisations (CSOs) including media influence policy decisions on priority research & social inciusiveness in maternal health.
Project Duration: 36 months Start: February 01, 2014 Place of assignment: Upper East Region

Overall Responsibility
Under responsibility of the Project Manager, in close collaboration with CBM regional office in Lome, the Accounts/Administrative officer will take responsibility for:
• Maintaining financial systems to enable the smooth and effective functioning of the EU project.
• Ensuring accounts procedures are adhered to and that accounting standards are met.
• Administrative responsibility of the project such as logistics, transport and communication.
Summary of Rotes and responsibilities
• To implement and maintain proper accounting systems as laid down by CBM/ PCG and EU.
• To implement any accounts-related policy decisions made by and as directed by CBM
• To handle all requests for payments, ensuring that these are adequately approved as per established EU guidelines, and that adequate supporting documentation is on hand,
• Maintaining the petty cash book and cashbook.
• preparing cash and bank reconciliation statements and adjusting journals and regularly follow- up all debtors for project-services rendered,
• In direct liaison with the project Manager, to ensure proper cash flow management,
• To develop required financial reports, analyses, and projections on a timely manner,
• Preparing EU project draft accounts and audit schedules, and interacting with internal and external auditors in completing audits,
• To perform all tasks in a confidential manner.
• To perform administrative tasks such as logistic management and correspondence.
Qualification Required & Experience
• Educational level required: The ideal candidate should have a degree in Finance or Accounting. An additional qualification in Business Administration, Management or a related field and with relevant experience in the development context and/or civil society will be an advantage.
• Experience: Minimum of 5 years of general professional experience preferably in finance and or accounting a minimum of 3 years of accountancy experience in development projects.
• Experience in the usage of computers and office software and accounting packages,
• Familiarity of EU system, rules and procedures is an advantage.
• Ability to develop and maintain accounting systems which handle large amounts of information.
• Ability to prioritize work and meet deadlines.
