URC is recruiting staff for positions on the Operations team for the USAID-funded Ghana Systems for Health Project.

Job Title: HR AND ADMINISTRATION OFFICER

Job Summary: The HR and Administration Officer provides support to administrative organization and planning and ensures the smooth execution of project activities.  Key responsibilities include:

•   Resolve routine administrative problems using standard operating procedures and office guidelines
•   Maintain a central filing systems that includes but is not limited to correspondence in and out of country, correspondence with the donor, monthly and quarterly financial and program reports, copies of service contracts, purchase orders and consultant agreements, and recruitment and personnel files
•   Develop together with the Director of Operations travel processes and procedures and ensure staff adheres to the overall Reco travel policy; coordinate all travel, including ensuring proper authorization, bookings, car log and driver logs
•   Develop and manage project staff recruitment, employment agreements, files, and payroll processes
•   Ensure adherence to local labor laws and practices and support staff enrollment in local benefit plans as appropriate
•   Coordinate recruitment process by advertising vacancies, collecting CVs, screening candidates, and setting up interviews for selected applicants
•   Facilitate orientation of new employees and ensure that the human resource policies and the employee benefit package are well understood by all staff, providing guidance as necessary;
•   Ensure all staff submit their timesheets in time for approval by the Chief of Party (COP) or staff supervisor
•   Track and record staff vacation and sick leave
•   Coordinate the performance review process for all staff

Qualification Required & Experience

•   Bachelor's or equivalent in human resources management, public or business administration or law with at least five years of experience working in a related field
•   Knowledge of human resources concepts, including but not limited to negotiating employment agreements, tracking payroll, benefits and leave, conflict resolution and ensuring compliance with Ghanaian labor law and USAID regulations
•   Knowledge of acquisition procedures including but not limited to negotiating terms and conditions of contracts, processing requests for quotes and managing purchases from execution of orders through delivery, grants management, ensuring compliance with USAID and Ugandan regulations
•   Highly organized with the ability to maintain clear project files, vendor and personnel information systems, activity calendars
•   Excellent oral and written communication skills in English
•   Experience working with USAID-funded projects is strongly desired
•   Computer literacy
