Job Vacancy For Procurement Assistant At (COTVET)
The Government of the Republic of Ghana (GOG) is in the final stages of securing a loan and a grant from the African Development Bank (AfDB) amounting to UA 70 million. The Council for Technical and Vocational Education and Training (COTVET) is the executing agency for the project. The loan is meant to finance the Development of Skills for Industry Project (DSIP). The project is expected to establish a high quality, equitable, market-responsive and cost-effective technical and vocational education and training (TVET) system in order to increase the number of immediately employable Ghanaian graduates; restructure the skills development sector to ensure increasing access, reduce the skills gap; modernize equipment; train teachers and generally improve the quality and relevance of TVET offerings.
COTVET now intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the following position to be based at the Project Support Unit of the Council for Technical and Vocational Educational and Training (COTVET) in Accra;
Procurement Assistant (1 No):
• Assist in the preparation of detailed procurement plans;
• Assist in the preparation of comprehensive project activity implementation time-schedules;
• Assist in regularly updating of procurement plans, training schedules and project time schedules;
• Assist in ensuring timely submission of all project documents requiring review and approval by the Bank
• Assist in reviewing bidding documents for civil works and for the supply and delivery of scholastic supplies i.e. school furniture, instructional materials, equipment for Special Needs institutions, sporting equipment, equipment for technical/vocational institutions and laboratory equipment and reagents before submission to the Bank;
• Assist in the administration of tendering procedures for consultancy services, goods and works contracts, including timely solicitation, answering bidders' queries, evaluation of bids, and preparing contract agreements
• Assist in ensuring that all service providers (contractors, suppliers and consultants) comply with contract requirements;
• Assist in identifying risks and incorporate mitigation and allocation of risks into contracts;
• Assist in monitoring the execution of the project activities by conducting site inspections and attending monthly site meetings;
• Assist in ensuring proper keeping of auditable project records and equipment/suppliers database;
• Assist in resolving contract disputes
• Assist in ensuring that the allocated budgets are adhered to and that cost overruns are not encountered;
• Assist consultants and various stakeholders; prioritize works to be executed and goods to be supplied amongst competing needs so as to fit within available budget
Qualification Required & Experience
Qualifications and Experience:
The PA will have the following qualifications and experience:
• Bachelors' Degree in Architecture, Civil Engineering or Quantity Surveying. Possession of a relevant post graduate qualification is an added advantage;
• A minimum of 1 year post graduate relevant experience in handling national (public) and international procurement procedures in investment projects funded by multi-lateral and bi-lateral donors;
• Demonstrable experience in contract management and administration of complex projects with several contracts (civil works and supply of goods) running concurrently;
• Post graduate qualification or training in project planning, management or implementation is required;
• Extensive experience in preparation and implementation of projects financed by donor agencies is mandatory;
• Communication skills and maturity so as to function effectively in a goal-oriented way with multi-skilled teams;
• Computer literacy with skills in MS Word, spreadsheets and databases
