Job Vacancy For National Project Officer At International Organisation for Migration
Organizational Context and Scope:
With funding from the European Union, IOM Ghana is implementing a project titled "Ghana Integrated Migration Management Approach (GIMMA)". The overall objective of the project is to contribute to the Government of Ghana's efforts to manage migration effectively through the establishment of an integrated migration management approach. The project specifically aims to enhance the institutional capacities of Ghana Immigration Service (CIS) to implement effective migration management measures, increase the awareness of (potential) migrants on safe and legal migration and provide alternative livelihood options, as well as strengthen the migration data management system within Ghana.
Responsibilities & Accountabilities:
Under the overall supervision of the Chief of Mission of IOM Accra and the direct supervision of the GIMMA Project Manager, the successful candidate will be tasked with the following responsibilities:
• In coordination with the Project Manager, support the overall implementation of the project by liaising with the main government counterparts and partners and ensure the timely implementation of the programme activities.
• Provide administrative and technical guidance and coordination to the project team
• Conduct regular monitoring visit to the field to ensure activities are carried out appropriately
• Support the establishment of functional technical working groups for respective component as well as project management committee, facilitate and support periodic meetings, attend and prepare meeting minutes, provide updates to the meetings, and liaise with the members to solve problems in a timely manner
• Support the development of legal instruments handbook and implementation of nation- wide trainings as well as other capacity building activities to CIS Immigration Academy and Training School in Asin Fosu and select border posts in Ghana
• Support the rehabilitation of Migration Information Bureaus (MIBs) of Ghana Immigration Service (GIS) in Accra and Sunyani and conduct information outreach activities on safe migration nationally and regionally in close coordination with MIBs and other stakeholders
• Establish a functional national migration data information sharing framework through drafting a national migration data strategy, providing equipment and trainings, testing and monitoring the data sharing system
• Support the drafting of an updated Migration Profile for Ghana and disseminate updated migration profile to target groups through organizing workshops and producing information materials
• In coordination with Project Manager, represent IOM at events, meetings and coordination forums
• Organize project meetings, conferences, training courses and other events as needed by liaising with partners and participants
• Provides input, including data and statistics to the preparation of reports and prepare project-related correspondence, project visibility materials and other documents as may be required
• Identify new partnerships to strengthen migration management initiatives in Ghana and explore opportunities for future project development
• Perform any other duties as may be assigned.
Qualification Required & Experience
• Master's Degree, or Bachelor's Degree and 2 years of relevant experience
• Experience working with an international organisation, UN agency or NGO would be desirable
• Excellent communication, drafting and organizational skills
• Ability to work effectively and harmoniously in a team with colleagues from varied cultures and professional backgrounds.
• Experience working with national, district and community levels, as well as law enforcement authorities
• Experience organizing meetings and trainings
• High sense of diplomacy with authorities
• Ability to prioritise and work effectively in a pressurised environment.
• Excellent computer skills in using Microsoft Office software and other commonly used software.
• Fluent in English
• Working knowledge of local languages will be an advantage
Technical Experience:
• Working knowledge on migration data management and main actors in Ghana
• Proven track record of successful coordination with Ghanaian government
• Willingness to travel to rural and remote areas of Ghana
• Knowledge of the potitical and socio economic context of Ghana with strong understanding of migration context
