Job Vacancy For Monitoring and Evaluation (M&E) Specialist, Health Accountability Project At Catholic Relief Services



Catholic Relief Services (CRS) is an International non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates. CRS has been active in Ghana since 1958 and is currently implementing programs in the areas of Health and Agriculture/Livelihoods.

Specific Responsibilities:

•   Provide M&E technical support and guidance to CRS and partner staff
•   Lead planning for baseline assessments in consultation with the project Chief of Party (CoP)
•   Assist in the development, roll-out and management of the project M&E database
•   Work with project partners to coordinate M&E systems and standardize use of project M&E tools.
•   Provide support as required to the CoP to complete project reporting responsibilities
•   Provide monthly reports to the Chief of Party as prioritized by the CoP
•   Develop tools and data collection instruments in collaboration with the CoP; Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator; and partners
•   Collect, analyze and provide data for results-based reporting as required by the CoP
•   As a member of the project management team, contribute to the overall development of project strategy and implementation
•   Review data to identify and correct inconsistencies
Lead data cleaning process to ensure that all data is of the highest quality
•   Ensure data collection is carried out and input into the project M&E database in a timely manner
•   Provide protocol for data audit to supervisors, and ensure it is conducted and documented properly
•   Manage reports and dashboards to ensure they function properly and display up-to-date, accurate and correct information
•   Ensure that data points, lines and polygons are added to ArcGIS as appropriate for all project sites
•   Provide leadership to field team on use of data collection technologies.

Program Quality

•   Develop and implement a M&E system to collect, analyze and report data for project indicators
•   In coordination with the MEAL Coordinator, direct and manage all tasks related to the project baseline and end-of -project surveys/evaluations
•   Foster learning within the project team through sharing lessons learned and evaluation results, as well as playing a key role in generating data and information  for results-based reporting
•   Promote standardization of M&E tools and methodologies across all project sites
•   Ensure data quality control mechanisms are applied to data received via the project M&E system
•   Provide guidance and support to CoP in preparing and submitting timely quality progress reports
•   Ensure gender considerations inform M&E activity where appropriate
•   Liaise with partners on planning, conducting and facilitating project M&E capacity-building activities
•   Provide training on all relevant components of the M&E/ICT platform to project staff partners and enumerators
•   Mentor field enumerators for proper use of platform and data collection in project related surveys/assessment
•   Lead the collection of beneficiary feedback in surveys and reporting
•   Collect best practices for project
•   Help to present results in a clear, concise format
•   Help project team troubleshoot how challenges to program implementation may be addressed

Program Representation

•   Act as the key M&E contact point for the Project
•   Participate in field visits to districts, sub-districts and communities to monitor progress, validate reports and provide technical M&E guidance

Key Working Relationships

•   Internal: Chief of Party, MEAL Coordinator, Advocacy  Specialist , Health Program Manager, Head of Programming, CRS Regional Technical Advisor for WASH (RTA), CRS HQ Technical Advisors and Operations staff
•   External: government of Ghana and other local partners

Qualification Required & Experience

•   Minimum of a university degree in Statistics, Public Health, Economics or Rural Development or in any related field with extensive experience in monitoring, evaluation and learning
•   At least five years of experience in a M&E role
•   Knowledge of processing, spreadsheets, data entry, analysis packages and data bases including MS Word, Excel, Epi-info, SAS and SPSS)
•   Familiarity with ICT4D and potential applications in Ghana
•   Demonstrate professional maturity, good interpersonal skills, teamwork  and good written and verbal communication skills
•   Ability to work to meet multiple, simultaneous deadlines
•   Previous experience working with Health Accountability related programs is desired
•   Familiarity with qualitative approaches to M&E
•   Sound report writing and interpersonal, facilitation and general communication skills
•   Ability to travel within the districts approximately 40% of the time
