Job Vacancy For Executive Secretary At National Council for Tertiary Education
The National Council for Tertiary Education was established by Act 454 of 1993. The functions of the Council are stated in the Council's enabling Act. The mission of the Council is to provide leadership in tertiary education by advising government and all relevant institutions to enhance access, quality and relevance.
Job Summary
The Executive Secretary:
• Shall be the Head of the Secretariat of the Council and shall under the general supervision and direction of Council, be responsible for the day-to-day management and administration of the affairs of the Council;
• Is the Secretary to Council;
• in consultation with the Chairman of Council, arrange the business and cause to be recorded all meetings of the Council;
• Shall collaborate closely with the Ministry of Education in matters relating to tertiary education;
• Shall liaise with Government, MDAs, tertiary education institutions, international bodies and development partners on matters relating to tertiary education
• Shall provide advisory services to tertiary education institutions; and ensure that institutions adhere to tertiary education policy directives;
• Shall vet all budgetary preparations and monitor budgetary allocations to tertiary institutions; and
• Shall coordinate training programmes for governing councils and senior managers of tertiary institutions.
Terms of Appointment:
• To be determined by Government on the advice of the Council through the Public Services Commission
• Salary and fringe benefits are reasonably attractive.
Qualification Required & Experience
The candidate:
• Must hold a PhD or equivalent qualification;
• Must have at least fifteen (15) years post qualification working experience in a senior management position in a tertiary institution or public service;
• Must be of professorial status ;
• Must normally not be more than 55years ;
• Must have wide experience and knowledge in tertiary education administration and management;
• Must have extensive knowledge of the tertiary education landscape in Ghana;
• Must be aware of global trends and challenges in higher education;
• Must be able to provide leadership and inspire confidence, as well as direct and motivate staff of the Secretariat; and
• Must possess excellent interpersonal and communication skills and must be a team player.
