The Controller and Accountant-General's Department has two(2) vacancies for the position of:- ASSISTANT CONTROLLER AND ACCOUNTANT-GENERAL (INFORMATION AND TECHNOLOGY MANAGEMENT)

OBJECTIVE:

•   Responsible for the provision of information and communication technology services to support the operations of the Department.
•   Reports to the Deputy Controller and Accountant-General (Information and Communication Technology Management)

DUTIES:

•   Responsible for the day-to-day administration of Information and Communication Technology (ICT) Directorate of the Department.
•   Responsible for co-ordination and supervision of the technical and administrative staff of the directorate.
•   Ensure Information and Communication Technology policies and services are in line with the overall objectives of the Department and meet the needs of all Units of the Department.
•   Guides the development of policies, strategies and accounting procedures for the operation of departmental and financial returns of MDAs and MMDAs.
•   Guides the use of ICT in ensuring compliance with International Public Sector Accounting Standards.
•   Establishes the ICT mechanisms necessary to support Financial management systems for effective and efficient implementation of budgets, programmes, and projects.
•   Support training and development of staff of the Department in the use of IT tools and applications.
•   Co-ordinate the maintenance ICT infrastructure and services in the Department.
•   Liaise with ICT service providers for efficient and cost effective support services.
•   Monitor and evaluates all systems to ensure adequate security functions around and within the ICT environment
•   Develops early warning strategies on the state of the Department's ICT and advises management on corrective measures.
•   Ensures that adequate back-ups and Disaster Recovery plans and practices exist for the Department's ICT installations.
•   Responsible for the design, development, programming, testing, implementation and maintenance of automated systems to support Public Financial Management.
•   Responsible for the management of all centrally deployed software and data communications,
•   Responsible for identifying and evaluating new technologies for application to automated systems within the Department.

Qualification Required & Experience

Successful candidates must be:

•   A Chartered Accountant with a minimum of fifteen (15) years post qualification working experience, five years at the management level.
•   A Master's Degree holder in IT/IM or in the relevant specialist subject area(s) plus 5 years relevant experience in the public service or reputable organisation.
•   Must have completed statutory National Service.
