Job Vacancy For Communications And Outreach Officer At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

•   Report to Communications and Outreach Director
•   Assist in the development and implementation of broad-based policies and plans to ensure meaningful community/public participation in planning, monitoring and evaluating the programme (the latter in coordination with the MiDA M&E and Economics Director). Collaborate with the M&E team to issue timely bulletins to stakeholders and target groups furnishing them with information about the programme.
•   Assist in the development and implementation of a private sector partner outreach strategy, in conjunction with the MiDA CEO and staff, including meetings and workshops in Ghana and the African region to both communicate private sector successes as well as publicise opportunities.
•   Assist the Communications and Outreach Director in coordination and collaboration with the ESP Director and the Director for Social and Gender Assessment on the planning and executing public consultations. Provide on-going communications and logistical support to the MiDA team in the consultation process (includes attending the consultative committee meetings).
•   Manage information dissemination efforts through collection of relevant data and updating the website (includes uploading meeting minutes) and preparing and editing the monthly information bulletin.
•   Act as media liaison-arranging press conferences, outreach to the media and the development and execution of a media plan. Monitor and liaise with the media to ensure that accurate information about the programme reach the public domain.
•   Promote and track action on MCC eligibility indicator performance.
•   Support GOG/MiDA relations by building, maintaining, and leveraging a good network of contacts to facilitate and/or promote the programme.

Qualification Required & Experience

•   University degree in Mass Communications, Marketing, Advertising, Business, Journalism or similar field with a minimum of five (5) years of relevant working experience in corporate communications, community and public outreach.
•   Knowledge of social and environmental impact assessment, gender issues, resettlement issues, group and public facilitation and in crafting and delivering messages to diverse stakeholders.
•   Advanced computer skills in email, Microsoft products, and the Internet.
•   Proven experience of working with the media in Ghana; ability to field media queues
•   Excellent organisational abilities including record keeping and familiarity with budgeting
•   Excellent written and verbal communication skills in English
