The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.
Reports to: Internal Audit Director
Roles and Responsibilities:
• Assist the Internal Audit Director in supporting the funds accountability statement audits
• Assist in establishing a plan for auditing the operation and program activities of the MiDA that focuses on the identification and control of risk, improvements in the efficiency and, effectiveness of operations and programs, and compliance with external laws and regulations and internal policies and procedures
• Assist in conducting audits based on the plan.
• Communicate audit results to appropriate program managers.
• Assist in following up on audit recommendations to ensure corrective actions are taken.
• Assist in the evaluation of internal control systems, especially those relating to financial management.
• Ensure the recommendations of the external auditor are implemented, as appropriate.
Qualification Required & Experience
• An undergraduate degree in accounting or auditing.
• Four (4) years of experience working as a public accountant, a management accountant, an auditor, or internal auditor.
• Demonstrated knowledge of and experience in applying the principles, techniques, practices and procedures of an internal audit function; developing sound internal controls for financial and operational programs, developing remediation programs where controls have been found deficient: developing risk assessment instruments and communicating to program managers how to assess risk in their respective areas.
• Ability to achieve results while working under pressure.
• Ability to evaluate automated financial accounting system and to develop methods for testing system controls.
• Ability to use office software such as Microsoft Office products.
• Excellent written and verbal communication skills in English.
