Job Vacancy For International Irrigation and Drainage Engineer At Ministry of Food & Agriculture



The GCAP, financed by the World Bank and USAID, is Ghana's flagship agricultural project.The project is currently being restructured including the following  revised Project Development Objective:
To improve agricultural  productivity of both smallholder and nucleus farms in selected project  intervention areas through increased access to reliable water, land,  finance, agricultural inputs, and output markets.

The restructured GCAP will consist of the following seven components:

(i) Strengthening investment promotion infrastructure and facilitating secure access to land;
(ii) Securing PPPs and smallholder linkages in  the Accra Plains; (Hi) Securing PPPs and small-holder linkages in the  SADA Zone;
(iv) Project Management including M&E and impact analysis;
(v) Investments in physical rehabilitation and modernization of existing  public irrigation and drainage infrastructure;
(vi) Support to the  restructuring of irrigation and drainage institutions of the Government  of Ghana; and
(vii) Support for the development of Water Users'  Associations and new scheme management institutions.

Organizational Reporting: Reports to the Project Coordinator/Operations Manager of GCAP.
GCAP is looking for a dynamic and energetic International Irrigation and Drainage Engineer (to be located in Accrajto assist the PIU in achieving the project outputs related to components (v) and (vii) of the restructured project.

Duties and Responsibilities:
Overall:

Provides substantial technical and managerial inputs to the GCAP Project Coordinator and Operations Manager in managing all aspects of project components related to irrigation and - drainage development in designated project locations financed and approved by the World Bank/USAID.

Specific:

•   Act as the lead counterpart in association with GIDA staff to guide, supervise and review the work of the selected international consultant in the field investigations, surveys, designs, and construction supervision related to the rehabilitation/modernization of irrigation and drainage infrastructure in Kpong, Tono and Vea irrigation schemes.
•   Act as the lead counterpart in association with GIDA staff to guide, supervise and review the work of the selected international consultant in the field investigations, surveys, designs, and construction supervision related to the completion and modernization of irrigation and drainage infrastructure in Kpong Left Bank Irrigation Scheme.
•   Participate and lead in the contractor selection process in association with the design consultant and GIDA staff for the construction of the rehabilitation/modernisation works in the Kpong Irrigation Scheme.
•   Participate and lead in the contractor selection process in association with the design consultant and GIDA staff for the construction of the rehabilitation/modernization works in Tono and Vea Irrigation Schemes.
•   Participate and lead in the contractor selection process in association with the design consultant and GIDA staff for the construction of the rehabilitation/modernization works in the Kpong Irrigation Scheme.
•   Participate and lead in the contractor for selection process in association with the design consultant and GIDA staff for the construction of the rehabilitation/modernization works in Tono and Vea irrigation Schemes.
•   Participate and lead in the contractor selection process in association with the design consultant and GIDA staff for the construction of the rehabilitation/modernization works in the Kpong Left Bank Irrigation Scheme.
•   Act as the lead counterpart for the international consultants and other experts in GCAP and GIDA in the formation of Water User Associations and selection of Scheme Management Entities for Kpong, Tono, Vea and Kpong  Left Bank irrigation schemes.
•   Act as the lead counterpart for the international consultant in formulating operations and maintenance manuals for Kpong, Tono, Vea and Kpong Left Bank Schemes.
•   Liaise with GIDA Deputy Chief Executive (Engineering) in all aspects of the above duties.
•   Assist GCAP in GIDA restructuring operations including capacity building activities.
•   Carry out technical assessment and appraisal of irrigation systems and equipment options proposed by Grant Awardees/Nucleus farmers to ensure that they are appropriate and provide value for money taking into account all relevant site specific technical considerations including the type of crops proposed to be cultivated by the farmers.
•   Perform other tasks related to the Candidate's qualifications and experience that may be assigned by the GCAP Project Coordinator-Education.

Qualification Required & Experience

Essential

•   The candidate should have at least a Bachelor's degree in Civil Engineering and a Master'sdegree  in either Irrigation  Engineering or Hydraulic Engineering or Water Resources Engineering or equivalent field.
•   He/She should have at least 20 years' experience in the design of irrigation and drainage infrastructure.
•   Strong oral and written communication skills  in English  language with a  capacity to communicate effectively to a wide variety of audiences, including conducting periodic presentations.

Desirable:        

•   Knowledge of modern instrumentation in small irrigation canals.
•   Ability to bring in technology related to Real Time Data acquisition systems for canals and drains.
•   Experience in construction supervision of irrigation and drainage infrastructure.
•   Experience in operation and maintenance of irrigation and drainage infrastructure assets.
•   Experience in construction of civil works in clay soils.
•   Demonstrated ability to work with government/public sector decision-makers and donor organizations.
•   Experience with working in developing countries and multi disciplinary teams with varying cultural background.
