The Partnership
The SickKids-Ghana Paediatric Nursing Education Partnership (PNEP) is a Ghanaian and Canadian led effort to strengthen the capacity of Ghanaian institutions to educate health workers and reduce newborn and child mortality and morbidity, especially in underserved districts in Ghana. The purpose of the PNEP is to deliver specialized, paediatric education to nurses and midwives to improve the quality of care of children and their families.

The Role
Reporting to the Project Director and working closely with the PNEP Project Management and Professional Practice teams in Ghana and Canada, the Project Manager is responsible for planning, organizing, managing and communicating on all phases of the PNEP, while applying a variety of project management tools and methodologies. Working closely and collaboratively with project partners and stakeholders, the Project Manager will act as the primary liaison between Ghanaian and Canadian project teams to ensure timelines and deliverables are met and are in alignment with the PNEP’s strategic priorities.

Responsibilities:

•   Provides oversight, functional expertise and technical leadership in project management practices and processes for the implementation of  health worker education strategy and associated programs
•   Contributes to the project work plan, financial management practices, monitoring & evaluation activity, performance frameworks and partnership agreements. Ensures that all requirements, risks, potential obstacles and outcomes are considered, communicated and incorporated accordingly
•   Responsible for execution of project activity in Ghana as part of the project work plan, inclusive of project communication, stakeholder engagement, procurement, human resources, monitoring & evaluation and strategic planning. Ensures that all deliverables are achieved on schedule,  within budget and in conjunction with procedures and standards
•   Responsible for oversight of financial management in Ghana, including the preparation of budget requests, monitoring spending and variance reporting. Collaborates with GCNM accountant and auditor to ensure  accurate and effective use  of funds as per the approved project budgets
•   Oversees and approves procurement of supplies, services and goods required for project activities in collaboration with Project Teams and relevant committees
•   Leads meetings with senior leaders and key stakeholders both in Ghana and Canada throughout the project lifecycle, to ensure accurate and timely tracking against project milestones, quality indicators and financial metrics
•   Facilitates and strengthens relationships with project partners and stakeholders at all levels
•   Produces consolidated reports to project teams and relevant committees, including project milestones, issues, risks, benefits, and summary of costs incurred
•   Populates project tools that have been developed to track issues, risks, change and information management
•   Liaises with PNEP affiliated teaching sites in Ghana as required and in collaboration with PNEP Clinical Coordinator(s)
•   Manages and mentors PNEP Project Management Team in Ghana, and participates in recruitment process for project roles as required
•   Serves as an active member of the GCNM core staff team by participating in  team meetings and keeps colleagues appraised of developments in project as appropriate
•   Fulfills requirements of internal staff management processes including performance reviews and supervisory meetings

Qualification Required & Experience

•   Masters degree in Public Health, Business, or relevant Social/Health Sciences discipline
•   At least 5 years relevant work experience in the implementation of health (preferably health system strengthening) related programming in low and middle income countries
•   Demonstrated experience in project management roles, with responsibility for financial management, people management, monitoring & evaluation and project communication
•   Experience working on donor funded projects with international partners
•   Knowledge of the Ghanaian health care sector
•   Excellent problem solving and analytical skills
•   Excellent communicator, team player and visionary leadership style
•   Ability to manage completing priorities, organize workload accordingly and work under pressure to meet tight deadlines
•   Ability to work as a productive and contributing member of a project team, while building, enhancing and maintaining stakeholder relationships throughout
•   Ability to work collaboratively with a wide range of internal and external stakeholders on an international project, and remain adaptable to different cultural values and various working styles
•   Ability to travel in Ghana (frequently) and internationally (occasionally)

Assets

•   Project Management Professional (PMP) designation
•   Experience working in community/public health, global child health, international development or capacity building
•   Experience with MOH/GHS policies and operating procedures
•   Experience working on donor funded projects
