•   Position Title: Engaging traditional authorities (Chiefs and Queen mothers) for the protection of children from violence, abuse and explosion
•   Job level: Senior Consultant
•   Type of Contract: Consultancy

Purpose:

•   To enhance the engagement of traditional authorities for the protection of children, thereby facilitating the implementation of the Child and Family Welfare Policy and the Justice for Children Policy.

Main Duties And Responsibilities:

•   Design and plan the engagement process with traditional authorities, including preparing necessary briefing materials and content for the dialogue to stimulate discussions. The planning should be undertaken in close consultation with the Ministry and should also involve desk review and possibly, consultations with selected traditional authorities or Houses     and community engagement processes for child protection, of Chiefs to better understand their perspectives.
•   In collaboration with the Ministry, undertake logistical planning, such as determining areas of engagement, i.e. which traditional councils should be targeted.
•   Together with appointed person/s from the Ministry of Chieftaincy and Traditional Affairs and representatives appointed by the National House of Chiefs, support the actual dialogue and engagement with traditional authorities as per the plan developed (under I). Such dialogue should explore the role of the Chiefs (and Queen mothers), help reflect on challenges currently faced by Chiefs (and Queen mothers) and explore opportunities for the traditional authorities aligning their work with the expectations of the Child and Family Welfare Policy and Justice Policy. It is expected that the process will engage at least 50 traditional councils in all 10 regions.
•   Document learnings and concrete outcomes (results) from the process of engaging the traditional authorities in the dialogue on child protection and the roles expected by traditional authorities. This can be in the form of observations. soliciting feed-back through interviews or focus group discussions from selected areas/traditional authorities.
•   Facilitate consultations with the traditional authorities, the National House of Chiefs and selected Regional House of Chiefs to share learning and outcomes (results) a of the initial steps of the process (1-3 above) and develop consensus on the most appropriate ways and format to capture this learning for replication and scale up. On the basis of the consensus reached (point 4 above), develop 'guidelines' and/or other tools or information materials that aim at further guiding 'chiefs and queen mothers in their role as envisaged in the Child Protection Policy framework. These resources will be used to sustain change overtime and replicate in other areas with other Traditional Councils and traditional authorities.
•   Support the dissemination of developed resources and support the development of a systematic, regular monitoring of expected changes and results.
•   Participate in meetings and discussions on the overall Policy implementation and ensure linkages with other related processes, including engagement with formal state authorities and their capacity-building efforts, including the Department of Social Development; Department of Community Development and Local Government Service Secretariat and relevant MMDAs. Also, participate and understand the process of communication for social change and community engagement processes for child protection, led by the Department of Community Development

Qualification Required & Experience

•   At least a Master's Degree in social science, law, governance, public administration or other relevant field.
•   Minimum of ten (10) years' experience with focus on social development; communication, community development or other related fields.
•   Excellent understanding and experience in child protection and justice for children, including juvenile justice and traditional justice/community justice.
•   Excellent process planning, organising and facilitation skills including in relation to change management, training and social and behavioral change.
•   Understanding of traditional affairs, Chieftaincy Institutions and role of traditional authorities in Ghanaian communities,
•   Extensive experience in analysis, report writing.
•   Excellent writing and presentation skills and excellent command of the English language.
•   Strong communication and team work competencies
