Job Vacancy For Monitoring and Evaluation Advisor At NetWorks Ghana
Background:
NetWorks Ghana is a USAID funded public health project managed by the Johns Hopkins Bloomberg School of Public Health. The project manages and provides technical assistance for the development, implementation, monitoring and evaluation of a large malaria prevention and control programme. The programme encompasses LLIN distribution, community mobilisation and behaviour change communication, advocacy and operations research. It provides support to the National Malaria Control Programs (NMCP) and its partners to develop efficient, comprehensive and multi-channel sustainable programmes for achieving and maintaining high ownership and use levels of LLINs. The project builds on previous successful investments and efforts achieved through a range of public, private, campaign and routine approaches to net ownership and use.
Networks Ghana is led by the Johns Hopkins Bloomberg School of Public Health Center for Communication Programs (JHU/CCP), with partners Malaria Consortium, Catholic Relief Services (CRS), Swiss Tropical and Public Health Institute (SwissTPH), and Mennonite Economic and Development Associates (MEDA).
Description Of Job
NetWorks Ghana is looking for qualified personnel to fill the technical position. The successful candidates will be recruited by either Johns Hopkins Bloomberg School of Public Health or Malaria Consortium as indicated below.
MALARIA CONSORTIUM
Reports to: National Project Co-ordinator (NetWorks Ghana)
Job Purpose:
To lead the NetWorks M&E portfolio including the development and monitoring of the performance monitoring plan and documentation of the project's progress.
Key roles and responsibilities:
• Develop and monitor the Networks performance monitoring plan
• Work with other NetWorks staff to obtain project data
• Participate in project survey research, including design, sampling, developing of questionnaires, preparing data entry screens, conducting analysis, and reporting on results
• Provide technical support to NMCP, Expanded Program for Immunisation (EPI) and the Center for Health Information & Management (CHIM) in data collection, analysis, presentation, and decision marking
• Collaborate with USAID and other USAID-supported health partner organisations on M&E activities and issues
• Ensure that the monitoring and evaluation activities involve existing collaborative links between NetWorks and the other USAID health partners and that planning and data utilisation activities are closely liaised with NMCP, EPI and CHIM
• Assist with report preparation required by USAID and other stakeholders
• Provide technical guidance in resolving other issues related to the project as required
• Represent NetWorks professionally at partner meetings and other fora
• Liaise with M&E staff of partnering organisations on policy issues, data sharing, indicator harmonisation, multi-partner evaluations, etc
• Provide and support capacity development for staff central, regional, and district level; specifically provide consistent mentoring for LLIN M&E
Travel: Position will include frequent travels throughout Ghana
Qualification Required & Experience
Person Specification:
• Master's degree in Health, Statistics, Social Science, or related field
• Minimum of eight years experience working in M&E at the national and community level in malaria or similar public health disease control effort
• Skills in planning, designing, and implementing surveys
• Evaluation methodology experience
• Knowledge of sampling and sampling processes
• Expertise in data management and statistical analysis, and experience in use of statistical software
• Good diplomatic, representational, problem-solving, and interpersonal skills
• Ability to work independently and with team members and partners at all levels
• Capacity to manage numerous tasks and report in a timely manner
• Ability to work under pressure with little supervision
