The Public Interest and Accountability Committee (PIAC), established under the Petroleum Revenue Management Act, 2011 (Act 815), was inaugurated in September 2011. The PIAC is required to establish its own secretariat to facilitate the performance of its functions in accordance with Act 815.
Description Of Job
The PIAC therefore, requires a Co-ordinator for its secretariat. The prospective Candidate must be a person capability. As Co-ordinator, he or she will be the head of the Secretariat and secretary to the Committee.
Tasks and Responsibilities:
• Manage the day-to-day affairs of the PIAC secretariat and its programmes in consultation with PIAC leadership or members;
• Establish appropriate mechanisms to ensure regular dissemination of PIAC reports;
• Maintain an up-to-date analysis of the oil revenue flows in Ghana and its relevance for policy makers, oversight groups (civil society, media and parliament) as well as development partners
• Monitor, measures and report on organisational development plans and achievements within agreed format and timescales
• Work with the committee to develop a 3-year strategic plan and to agree on annual work plans to implement the strategic objectives
• Supervise the preparation of agenda for meetings, and prepare meetings materials
• Manage PIAC budget for effective and efficient performance
• Manage and supervise secretariat staff
• Co-ordinate press releases and articles
• Co-ordinate PIAC capacity building and training programmes (for committee and secretariat)
• Supervise the development and management of the PIAC website
• Support the Committee chair on a range of tasks as deemed necessary

Qualification Required & Experience
Educational requirements and personal attributes:
• A university degree from an accredited university
• Fluency in English
• 8-10 years of relevant working experience
• 2-4 years of leadership positions, bearing responsibility for successful execution of projects
• Exposure in the oil and gas sector is a preference
• Able to work independently and as part of a team
• Be a first point of contact for the public, media, government and private sector
• Strong effective communicator including writing project reports, making presentations and interpersonal communication
• Sufficient gravitas to engage and interact with the public and PIAC members, senior government and oil and gas company officials and the media
• High degree of personal and professional integrity
• Be a motivated self-starter with keen attention to detail and be IT literate
