Project and Position Description

•   As a partner on the USAID systems for health project, Plan International is seeking candidates for Regional Community Mobilization Specialist position. The purpose of this project is to strengthen Ghana's health system to improve access and quality of Family Planning (FP), Maternal, Newborn and Child Health (MNCH), nutrition, malaria prevention and treatment, and interventions to improve the management and performance of health systems that support these sevices.

•   This will be accomplished by improving the technical and organisational performance of existing facilities to expand coverage of community health planning and services (CHPS) zones, strengthening the interaction between Ghana Health Service (GHS) staff and community volunteers, and providing quality assurance for these different health interventions throughout their respective catchment areas.

The project is being implemented in the following five regions: Greater Accra, Western, Central, Northern and Volta Region.

This is a fixed-term contract for three (3) years. The position reports to the project's Senior Advisor for CHPS implementation.

The Regional Community Mobilization Specialist position is required for the following Regions as indicated below:

Northern Region: 2 Positions
Volta Region:   2 Positions
Greater Accra Region: 1 Position
Central Region:  1 Position
Western Region:  1 Position

Summary of Responsibilities - The position holder:

•   Provides technical leadership for strengthening engagement and linkages between district, sub-district health management teams, health facilities, community health officers (CHOs), community leaders and community groups in planning, implementation and management of health services.
•   Supports and strengthens community-level health campaigns to create demand for key health services through gender-sensitive interventions and promote of respectful care male involvement, among other interventions
•   Builds capacity and provides technical assistance for monitoring of community-based results based on quality improvement and performance-based management approaches adopted by the project
•   Designs, promotes, implements and monitors community/household education/awareness on FP, MCH, nutrition and malaria prevention and treatment issues
•   Provides technical assistance for development and implementation of strategies to motivate and retain health workers, particularly CHOs
•   Strengthens community-level advocacy efforts to reduce gender inequality and discrimination

Qualification Required & Experience

•   M.S.c or its equivalent in public health, international development or related field
•   At least five (5) years of experience mobilization communities effectively and leading advocacy efforts
•   Demonstrated ability in program design and integrated approaches to community-level health delivery service.
•   Demonstrated experience working effectively with program staff, implementing partners, civil society organizations, community leaders and local government authorities to implement community-based health services and locally-led community engagement initiatives
•   Proven ability to carry out local level advocacy, capacity building and social empower mentinitiatives
•   Proven ability to create and maintain effective working relationships with regional, district and local level government officials, stakeholders, NGOs and implementing partners
•   Excellent management and interpersonal skills
•   Exceptional English (oral and written) communication skills required
