Job Vacancy For Project Officer At Ministry of Food & Agriculture (Kumasi)
The Government of Ghana in collaboration with the International Fund for Agricultural Development (IFAD) has received a grant from the Special Climate Change Fund (SCCF) under the Global Environment Facility (GEF) towards the cost of implementing a project on Promoting a Value Chain Approach to Climate Change Adaptation in Agriculture.
It is intended that part of this grant will be applied for the recruitment of a Project Officer.
Applications are invited from suitable qualified individuals for the position of a Project Officer for the project - Promoting a Value Chain Approach to Climate Change Adaptation in Agriculture, The Project Officer will take lead responsibility for the delivery of the SCCF programme of work under the overall supervision of the
RTIMP coordinator and will ensure direct coordination with the stakeholders of the RTlMP at the districts level.
The employment contract would be for one year, renewable based on performance. She/He will be based in the national RTIMP Coordination Office in Kumasi.
Specific responsibilities will Include but not limited to:
• Overall responsibility of the planning, implementation and monitoring of the SCCF activities (under the supervision and coordination with the RTIMP);
• Prepare annual work plans and manage the project In accordance with them;
• With supervision from the RTlMP, coordinate SCCF and IFAD program activities on a regular basis, to ensure complementarities;
• Propose selection criteria and supervise consultants/subcontractors, maintaining strong quality control and providing advisory support as required;
• Maintain close coordination/linkages with technical implementation partner (agencies, media companies, private service providers and NGOs);
• Oversee the design and establishment of channels for regular project information dissemination, sharing, and networking among stakeholder communities (from local to national levels);
Oversee the implementation of the daily SCCF project management activities, in close coordination with the national coordinator of the RTIMP, and the district level (providing them with guidance and coordinating all project activities according to joint AWPB);
• Supervise the procurement and maintenance of project equipment and development of infrastructure;
• Maintain close coordination/linkages with the other participating Ministries and relevant agencies; Work closely with the RTIMP and key stakeholders (meteorology department and others) to coordinate the overall implementation of project activities;
• Oversee the needs assessment and provision of required skills training and capacity building of involved government officials, local authorities, and key stakeholders;
• Lead responsibility for organising the $CCF project -related meetings;
• Provide support and guidance to the counterpart at the district level in planning, coordinating, implementing and monitoring project activities (As part of the overall AWPB of the RTlMP). This entails the preparation and monitoring of AWPB in direct manner with the districts (the AWPB of the SCCF will be fully integrated in the AWPB of the RTIMP.
Qualification Required & Experience
The candidate should have a minimum of 6 years of experience with the following skills and knowledge:
• A first degree in a discipline related to Natural Resource Management, water management, or agriculture. A postgraduate degree would be an advantage;
• A strong background in and experience working on climate change issues is an asset;
• Be familiar and have strong proven experience in the implementation of development projects (Project management, M&E, good managerial and technical skills)
• Have a good knowledge of the different national regional and local government level stakeholder institutions concerned with adaptation to climate change (within government, the private sector, civil society and international development partner agencies)
• Have the ability to work in a multi-sectoral context.
Communications:
• Excellent knowledge of English, including the ability to set out a coherent argument in presentations and group interactions;
• Capacity to communicate fluently with other disciplinary specialists and different stakeholders (civil society, government authorities, local communities, project staff);
• Computer skills: Full command of Microsoft applications (word, excel, power point) and common Internet applications will be required.

Note:
• From time to time and under the supervision of the NPC of RTIMP, the incumbent may be required to take up specific tasks for and participate In missions.
• The assignment will require frequent travel in the country
