Location: Sekondi -Takoradi with frequent travels to the six coastal districts of the Western Region and Accra
Duration: One Year Contract- Renewable on Annual Basis upon Satisfactory Performance

Background:

The organization’s mission is to be a catalyst for long-lasting positive change in low- and moderate-income communities around the world, helping them improve their social, economic, and environmental conditions.
CHF International is anticipating a contract with a key private sector partner through which CHF would work with their key Stakeholders to implement health, education and community projects in the six coastal districts of the Western Region and other selected districts in the Central, Eastern and Greater Accra regions. This partnership will engage key stakeholders to construct and set-up sustainable infrastructure and services that cut across education, health, and water among others.
CHF International, is therefore recruiting a Technical Director (Civil Engineer) to lead and manage these projects in the most cost effective, technically sound and timely manner. The Technical Director would be based in Takoradi and frequently travelling to the six coastal districts of the Western Region and other regions as may be needed. He would work very closely with the CHF STMA Coordinator and team, a Community Mobilization Officer, a civil engineer, a Safety and Environmental Compliance Officer as well as CHF’s Capacity Building Specialist, and reporting directly to the Country Director in Accra, in the conduct of daily duties.
Essential Duties And Responsibilities:
• Responsible for the overall management and reporting on the CHF International and partners’ partnership;
• Serve as the lead technical expert on CHF International’s partnership activities on infrastructure development, including design, technical specifications, construction or rehabilitation, testing, operation and maintenance;
• Responsible for planning and implementing the different components (technical, stakeholders engagement, capacity building) of the projects;
• Responsible for establishing and maintaining relationships with the partner and their partners as well as needed government, private sector and community key actors needed for smooth project implementation;
• Review documentation of resources/ Consultants and contractors as required for all aspects of the projects;
• Set up an M&E System, supervise and monitor field implementation of all activities in the Western Region and elsewhere under this partnership, as may be assigned by the Country Director;
• Work with the program team to identify key partners important to the design and implementation of technical projects and ensure they are involved in the design and implementation of these projects;
• Manage partner branding needs on the projects as well as assist in effective engagement with key stakeholders of each project;
• Help build practical capacities of technical teams and project stakeholders for sustainability;
• Interface with Government institutional partners and other NGO’s in the implementation of program activities;
• Lead the team in the review of available engineering designs and, strategies, to identify and prioritize current barriers as well as find solutions to those barriers for smooth project implementation;
• Prepare and implement a safety and environmental compliance strategy for all the projects;
• Ensure use of consistent criteria for technology selection, design standards, and costing standards across the projects, in compliance with guidelines as set by recognized state institutions;
• Schedule, attend and compile reports on and take corrective measures as well as present reports to the Country Director on construction site meetings, showing the updates on status of works;
• Prepare and submit weekly and monthly reports and plans for the partnership; and
• Document all processes and out puts as well as lessons learnt on all activities and interventions.

Qualification Required & Experience
Qualification:
Essential:
The senior Technical Director should be a Senior Engineer with the following essential qualifications:
• A post graduate degree in Civil Engineering , Building Technology, or related field;
• At least 10 years demonstrable experience of managing construction projects preferably in a development context;
• Ability to prepare/read and interpret design drawings, bills of quantities, etc.
• High degree of computer literacy; MS Excel and MS Word are essential;
• Experience and / or knowledge of Ghanaian public sector
• Strong organizational and interpersonal skills;
• Ability to work in a team oriented setting;
• Excellent oral and written communications skills in English language;
• Excellent organizational skills and ability to determine priorities and respect deadlines.

• Experience in working in Ghana
Desirable:
• Understanding of and experience with the development community and donor agencies, or private sector operations; and
• An understanding of logical frameworks, monitoring and evaluation methodologies and the measurement of project impact.
