Background:
The Youth Employment Agency, as part of its restructuring exercise and repositioning to be a World Class Public Services Organisation, following the passage of the Youth Employment Agency Act 887 (2015). is looking for qualified, competent and highly motivated individuals for the following vacancy within its establishment.
Job Title: Director, Administration
Reports To: Deputy Executive Director, General Services
Supervises:
• Deputy Director, Administration
• Deputy Director, Procurement
• Deputy Director, Information Technology
• Deputy Director, Estates
Job Purpose:
• To provide administrative, technical and operational leadership for effective and efficient management of material resources and logistics for the achievement of the mandate of the Agency.
Duties & Responsibilities:
• Provide inputs for the formulation of policies and programmes of the Agency.
• Coordinate plans to ensure the availability of material resources and logistics to support the activities of the Agency,
• Develop and maintain efficient and effective system for monitoring the activities of the directorate for maximum results.
• Coordinate the development and management ICT of ICT infrastructure for the Agency.
• Coordinate the preparation of procurement plans and facilitate the timely procurement of materials and services for the Agency.
• Collaborate with officers, directorates, divisions, regions and other stakeholders for efficient and effective management of resources and service delivery in the Agency.
• Oversee the development of appropriate guidelines, processes and procedures on requisitioning, ordering, receiving, inspecting, storing, payment of goods, services and works.
• Coordinate the development and implementation of relevant manuals on the management of material resources and provision of services in the Agency.
• Coordinate the organisation of all meetings, seminars, workshops and conferences required to support all directorates of Agency.
• Coordinates the management of legal services and activities of the Agency.
• Oversee the management of the Agency's physical assets.
• Oversee the efficient and effective corporate communication and image management of the Agency.
• Coordinate the preparation of annual budget of the directorate.
• Coordinate the preparation of annual and other periodic reports of the directorate.
• Ensure the implementation of performance management system in the directorate
Qualification Required & Experience
Direct Entry:
• A minimum or a Master's Degree in Business/Public Administration, Social Sciences or any related field from an accredited tertiary institution.
• Membership of a relevant professional body will be an added advantage.
• A minimum often (10) years post qualification relevant work experience, five (5) years of which must be in a senior management position in reputable organization.
• Must pass a competitive selection interview conducted by the Public Services Commission in consultation with the YEA Board.
• Must have valid driving license.
