Background:
The Youth Employment Agency, as part of its restructuring exercise and repositioning to be a World Class Public Services Organisation, following the passage of the Youth Employment Agency Act 887 (2015). is looking for qualified, competent and highly motivated individuals for the following vacancy within its establishment.
Job Title: Director, Human Resource
Reports To: Deputy Chief Executive Officer, Operations
Supervises: Deputy Director, HRM
Job Purpose:
• To provide administrative,technical and operational leadership for effective and efficient management of human resource for the achievement of the mandate of the Agency.
Duties & Responsibilities:
• Provide inputs for the formulation of policies of the Agency,
• Ensure the development and maintenance of Human Resource Management Information Systems tor the Agency.
• Oversee the implementation of human resource policies, programmes and activities on recruitment, orientation/induction, compensation, postings, discipline, welfare, career development and succession planning, etc. of the Agency.
• Oversee the efficient and effective implementation of the performance management system in the Agency
• Coordinate the capacity building initiatives in the Agency.
• Coordinate the development and review of organizational and human resource systems and structures.
• Ensure the promotion of industrial harmony within the Agency.
• Ensure the preparation of annual and other periodic reports of the directorate.
• Ensure the preparation of the budget of the directorate
Qualification Required & Experience
Direct Entry:
• A minimum of a Master's Degree in Human Resource Management or any related field from an accredited tertiary institution.
• A member of an accredited human resource professional body
• A minimum of ten (10) years post qualification relevant work experience, five (5) years of which must be in a senior management position in reputable institution.
• Must pass a competitive selection interview conducted by the Public Services Commission in consultation with the YEA Board.
• Must have valid driving license
Competencies:
• Very Good Knowledge of Labour Laws and Regulations.
• Extensive Knowledge and Experience in HRM
• Knowledge of Health, Safety and Environmental Laws and regulations
• Very Good Knowledge of Public Service Rules,. Regulations, Guidelines and Procedures on Human Resource Management
• Relevant IT Applications
• Strategic Planning, Research and Analytical Skills.
• Lobbying, Negotiation. Alternative Dispute Resolution and Conflict Management
• Leadership, Human Relations, Communication and Presentation Skills.
• High Integrity and Ethics
• Good driving skills
