Job Vacancy For Digital Health Program Officer
Summary
The Program Officer will provide management and technical assistance to the conceptualization, development, and implementation of digital learning materials, working collaboratively with project teams. The position is based in Accra.
The successful candidate will possess public health knowledge, experience implementing educational technology solutions in the field, and an in-depth understanding of instructional design related to teaching and learning in traditional, blended, and online courses, as well as experience using a range of applications and tools to develop digital learning materials.
DUTIES AND RESPONSIBILITIES
Technical
• Provide technical direction on the production and implementation of digital learning materials
• Provide instructional technology/design support to project teams for eLearning activities
• Develop and revise materials for stand-alone and inclusion in a learning management system
• Provide technical assistance in piloting digital learning materials
• Advise on learning strategies, application and integration for technology and instructional technology resources in health training institutions and health facilities
• Research and evaluate instructional technology resources and their effectiveness
• Create user and other documentation as needed, including reference and job aids
Planning and Implementation
Provide project management for the design, creation and revision of digital learning materials such as modules, learning objects, courses and apps
• Develop detailed implementation plan and schedule for development of digital learning materials and related activities
• Review and update plans as needed and communicate changes
• Develop budget and follow proper procurement processes for development of materials, trainings and workshops and submit for activity advances
• Administer activity related funds as per policy and reconcile with finance team after activities
• Monitor implementation progress, activity budgets and make revisions as needed to meet targets and objectives
• Anticipate potential challenges and identify proactive measure to mitigate against them
Working closely with project teams, coordinate and facilitate workshops, meetings, school visits and other activities as needed on development and integration of digital learning materials
• Develop detailed schedule
• Develop and/or modify materials including facilitation / trainers notes for workshops, meetings or visits
• Conduct trainings and meetings as planned
• Write and submit reports on activities
• Keep accurate records of trainings and activities
Coordination, Networking and Representation
• Establish and maintain productive relationships and linkages with key stakeholders including health training institutions, government officials, NGOs and private sector
• Represent Jhpiego and the project in meetings, workshops and events
• Work with relevant stakeholders, partners, leadership and staff in the continued development of the vision to use technology for teaching and learning
Record Keeping and Reporting
• Ensure adequate and organized record keeping and timely, accurate and appropriate reporting of all project activities including plans, implementation progress, annual reports, workshops, school visits and training
• Collaborate with the program and M&E team members to ensure appropriate monitoring and evaluation of eLearning activities
• Share records with relevant stakeholders and supervisors as needed
• Monitor performance against results framework
• Collate and provide data for entry into JADE
• Write reports as needed or tasked including key issues, achievements, challenges and lessons learned
• Write success stories and case studies and share to relevant audiences
• Take photographs and get signed informed consent
Communication
• Promote and support the dissemination of project information and experience sharing among the project team, country office and with other country, regional and headquarters-based staff

Qualification Required & Experience
• University degree in education, instructional design or instructional/educational technology or in a related professional field, public health, or information community technology related field with requisite work experience
• At least 3-5 years’ experience in the field of instructional/educational technology, including designing, developing, and managing technology-based instructional projects and programs and eLearning development efforts
Experienced in:
o designing, developing, implementing and evaluating technology-assisted projects
o coordinating program activities with governmental, non-governmental and private sector partners
o collaborating with partners to provide technical assistance and implement program activities
• Experience with training, staff development, and teaching
• Interested in keeping up-to-date with educational technologies and technology standards
• Understand the constraints and benefits of different technologies
• Knowledge of public health programs and related issues and technology applications and ability to translate between the public health and technology sectors
• Ability to produce rich media in various formats
• Fluent in written and spoken English
• Self-motivated, proactive and possess a positive attitude to work
• Require minimum supervision
• Be cooperative, hardworking, flexible & dependable.
• Excellent interpersonal and communication skills.
• Be of high integrity and have a sense of confidentiality
• Be willing to take on extra responsibilities in order to achieve the goals/objectives set by the organization
• Willing to and able to travel extensively within the country
