Job Vacancy For Grant and Subcontract Manager
Responsibilities
Grants Management
• Ensure the USAID-approved Grants Management Plan (GMP) is followed and provide guidance to the Grants and Technical teams on the overall implementation of grants (development and issurance of RFA's, review and evaluation of applications, pre-award negotiations and due-diligence, award development and signing, implementation and closeout). Identify revisions needed for the GMP and consult the Tetra Tech Home Office to modify the GMP, as needed
• Coordinate with the M&E Specialist, who is responsible for overseeing the WA BiCc monitoring and Evaluation Plan (MEP) and the environmental Monitoring and Management Plan (EMMP) to ensure that the MEP and EMMP are being applied applied to grantees in full compliance with relevant regulations
• Perform compliance reviews for all grants at least one time per year and ensure that all NGOs receiving federal funding over $300,000 per year perform an OMB-a133 audit.
Subcontract Management
• Lead the management and monitoring of the Programme's subcontracting, including RFP's, Deliverables, invoicing, etc
• Financial Management of grants and subcontracts in coordinatin with the DCOP Operations, ensure timely payment to grantees and subcontractor, monitor funds, prepare accurate projections and financial reports
• Supervise grants team and assess training needs for WA BiCC staff, grantees and grant partners and prospective local grantees for effective grants and management. In collaboration with the knowledge and learning specialist.
Qualification Required & Experience
• A University degree in finance, accounting, business administration, economics, development or similar field
• Minimum of 7 years of professional experience in project management, international donor activities. Extensive and substantive experience contributing to international development assistance projects, preferably in West Africa.
• At least 3 years of experience managing grants programme (preferably for USAID-funded projects) and understanding of the full grants cycle.
• Similar experience with subcontracts management also required and a strong understanding of the differences between subcontract and grant management and regulations.
• Prior administrative experience, with demonstrated excellence in data management and record-keeping.
• Prior financial and internal controls systems management experience.
• At least 1 year experience managing or supervising others, or demonstrated skills to successfully manage a team of 2.
• Must be willing to travel to WA BICC field sites throughout West Africa.
• Fluency in written and spoken English and professional proficiency in French is preferred
