Job Vacancy For Supply Chain Advisor
Chemonics International seeks an experienced Supply Chain Advisor for the USAID Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Program based in Accra, Ghana. The supply chain advisor will be a member of the Interim Management Team (IMT) for the implementation of the country's Supply Chain Master Plan (SCMP), required to function as a core member of the IMT secretariat and the point of contact for implementation of prioritized SCMP interventions for both the Ministry of Health and the Ghana Health Service (GHS). He/She will provide technical assistance to the MOH's procurement and supplies Directorate (P&S/MOH) including any other relevant supply chain implementing directorates/divisions of the MOH/GHS to advance the implementation of supply chain reforms
Principal Duties and Responsibilities (Essential Functions)
• Coordinate the function of the IMT
• Lead in-country operations and activities of the Interim Management Team (IMT) for the implementation of key supply chain reforms, as prescribed in the SCMP steering committee and subcommittees including the IT/LMIS, PPP, Risk Mitigation among others
• Facilitate the operations and functions of the MOH established SCMP (as revised in 2015)
• Coordinate and support key central level coordination mechanisms (e.g. Procurement and Supply Management, SCMP Steering Committee subcommittees etc) for supply chain activities
• Collaborate with relevant stakeholders to document and file innovations to increase reporting rates, improve data quality at all levels of supply chain activity and increase access to information on stock status including working closely with the LMIS subcommittee currently developing tools/innovations)
• Work with the team of GHSC-PSM technical staff to meet project objectives focused on supply chain systems strengthening and capacity building at the central level.
• As directed, assist with preparing and implementing annual work plans, quarterly and annual reports, activity reports and other related communications
• When requested by the systems strengthening team lead, attend or co-attend technical meetings organized by USAID, partners, GHS and the MOH
• Participate in the implementation of targeted training and capacity building programs to improve pharmaceutical management, use of data and electronic information systems, quality assurance and accountability at all levels of the supply chain (Working with other IMT members and other project team members and technical managers leading the efforts on LMIS, LMD, warehousing)
• Develop technical manuals, guidelines and standard operating procedures for new initiative approved by the SCMP steering committee
• Document and track lessons learned in systems strengthening initiatives and in implementation of supply chain master plan recommendations
• Other duties as required by leadership
Qualification Required & Experience
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills and/or abilities needed to perform the principal duties.
• Master's degree in health systems, public policy, public health or a related field required, advanced degree in supply chain preferred
• Minimum 5 years of experience in supply chain systems strengthening international development experience preferred
• Demonstrated experience implementing supply chain / systems strengthening programs in developing countries, knowledge and experience in Ghana health sector preferred
• Knowledge of USAID funding and it contractual and reporting requirements preferred
• Experience building effective relationships with cooperating partners and stakeholders, especially government counterparts at national and regional levels
• Excellent interpersonal and communications skills, with demonstrated strengths in diplomacy and the ability to communicate effectively in a cross-cultural environment
• Demonstrated leadership, versatility and integrity
• Fluency in English required
