Overview:

Impact Malaria is US President’s Malaria Initiative (PMI), global service delivery project to reduce malaria mortality and morbidity, and efficiently and effectively move countries forward along the malaria elimination spectrum. The project, set to be implemented in Ghana, will contribute to the country’s National Malaria Control Strategic Plan 2014-2020 and beyond. We are currently seeking an experienced, dynamic and result-driven Monitoring, Evaluation & Research Technical Specialist (MER).

Working with the headquarters-based Surveillance, Monitoring and Evaluation (SME) Advisor and the project’s staff in-country this position will be responsible for the programmatic and technical aspects related to research, monitoring and evaluation activities for the IMPACT Malaria in Ghana.

The project will operate over a five year period.

Responsibilities:

• Manage all MER components of the project including overseeing the development of the project’s MER Plan, annual work plans, quarterly reports, semi-annual and annual reports.
• Participate in the design and implementation of innovative MER tools to measure project impact that align with the project’s strategic goals and performance indicators.
• Assist in the production of the project’s data quality assessment and reports in compliance with donor and Jhpiego rules and regulations on indicators, results and impact.
• Support the in-country project team in a routine manner on data interpretation and promote regular use of data for program improvement and management.
• Participate in the design of data quality assurance mechanisms and data validation.
• Coordinate data entry and processing and develop a data analysis plan per reporting requirements.
• Help build the MER capacity of both local organizations and the government to design, implement, and monitor MER activities, develop an MER plan, and use malaria service delivery and surveillance data effectively across various levels of the health system.
• Oversee the design and implementation of operational research needs for the project in-country.
• Ensure the application of global best practices in the generation and use of routine data for this project.

Qualification Required & Experience

• At least a masters’ degree in public health, or in a related field;
• A minimum of 5 years of experience in research or monitoring and evaluation of malaria interventions or other public health programs;
• Ability to interact with a broad range of governmental and non-governmental actors and institutions across sectors.
• At least eight years of experience living or working in a developing country.
• Demonstrated strong leadership, communications, and interpersonal skills.
• Demonstrated experience working with host country government.
• Good communications skills required – oral and written.
• Fluency in English and Twi.
• Strong skills and experience in all aspects of program design and development, implementation, research monitoring and evaluation.
• Demonstrated technical expertise in malaria case management
• Excellent knowledge of U.S. Government approaches and regulations.
• Strong time management skills.
