This specific Procurement Notice follows the General Procurement Notice for this project which appeared in the Development Business on 24th August 2011.
The Government of Ghana has received financing from the World Bank towards the cost of the Ghana Skills and Technology Development Project (GSTDP) in the amount of US$70m and intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the above position to be pased at the Project Support Unit of the Council for Technical and Vocational Education and Training (COTVET) in Accra.
Duties:
The MIS Officer will be responsible for the following duties:
Information System Design, Development and Implementation
• Assess the PSU and COTVET's information needs;
• Manage, Supervise and coordinate the database development; the information management and the project reporting system;
• Work to maintain and improve the project website;
• Work closely with the Financial Management Specialist and Project Administrative Officer to manage and maintain the Financial Management Information System FMIS;
User Training and Support:
• Identify training needs for IT and communication technology for PSU and COTVET Staff;
• Provide user support for standard software including operating system and utilities;
• Perform backup and recovery processes and coordinates the offsite storage of backup tapes in compliance with disaster recovery requirements;
• Install approved hardware and software and configure the Standard Operating Environment appropriately;
• Seek external advice and support for resolution of difficult IT problems;
• Undetake system administration and security functions in accordance with documented policy and procedures;
Information Technology Management, Audit and Accountability:
• Participate in the review and preparation of Information Management IT planning;
• Maintain an asset register including an inventory records of hardware and software and monitoring and recording IT equipment movement;
• Assist in coordianting the purchase of IT hardware and software in accordance with procurement policies and procedures
• Maintain a high level of awareness of current industry developments and their implications and benefits;
• Assist in preparing documentation (system specifications and RFP's) to acquire the necessary hardware, database software and specific software applications;
• Assist in preparing Terms of Reference to contract IT related firms/consultants
Perform other tasks assigned by the Project Coordinator
Qualification Required & Experience
Eligibility Criteria:
• Must have a postgraduate degree in compute science, computer or software engineering or equivalent IT degree;
• Must have at least 5 years of professional experience;
• Must be proficient knowledge of the Information Technology Industry (Windows NT and Windows environment, general office application software);
• Must have experience in design, development and implementation of SQL-Database (ex. SYSBASE, ORACLE, SQL-SERVER, INFORMIX, ACCESS, VISUAL FOX-PRO, etc) and Client-Server software applications;
• Knowledge and experience with development tools, installation of computerized systems and client side rapid applications development (ex. ACCESS, VISUAL BASIC, DELPHI, POWER BUILDER);
• Must have experience in GIS applications;
• Knowledge of Web page design and development
• Must have experience in hardware installation (network with servers and working stations);
• Experience in writing and/or evacuating IT assignments, development of Terms of Reference and Technical Specifications is an added asset;
• Must be fluent in written and spoken English
