Job Summary:
CHF International a Non-Governmental Organization is seeking experienced professionals to recruit to fill the position below for a proposal for an upcoming 5-year USAID funded project on local government capacity building, livelihood and nutrition promotion in the northern region of Ghana.
The position with CHF International in the Northern Region, Ghana, will be pending upon an award by USAID. The position is full time; 12 months per year over the life of the program.
3 positions; 1 each to be based in Tamale, Gushegu and Salaga Offices:
The Municipal Finance Specialist will be responsible for being the lead project staff on municipal finance, providing support to the Chief of party and Team through technical assistance in program implementation with partners;
• Work in establishing and maintaining relations (including scheduling and facilitating needed high profile meetings) with relevant public and private sector partners in relation to RING;
• Provide on-going financial management support to DAs internal revenue generation, contracting, managing and reporting for grants to civil society organizations;
• Prepare and lead the program in developing the program’s framework for financial and technical assistance capacity building to all DAs.
Qualification Required & Experience
S/he will report tothe Senior Systems Management Advisor and must have;
• Master’s Degree in Business Administration, Finance, Accounting, public administration, public finance, development studies (or related discipline) or other relevant field required.
• A professional qualification relating to municipal finance will be a plus;
• Minimum of 8 years relevant experience in Municipal Financial Planning and budgeting, public sector reform and finance in related field in either government or development sectors;
• Experience in fiscal decentralization reforms, including financial management systems to support decentralized common fund management;
• Demonstrated understanding of Ghana’s fiscal decentralization and municipal finance environment / system;
