Purpose and Statement of Work
The purpose is to conduct research that will explore the barriers, enablers, and other factors that influence the supply and demand of SCM professional competencies in Ghana.
• This activity will explore the human resources (HR) market for supply chain management in Ghana, exploring how other significant players in the marketplace influence the availability of skilled HR workforce.
• Data will be collected using appropriate methodology that may include one-on-one interviews and small groups with various players and SCM institutions in the country, to include private sector (including and beyond health) supply chain professional associations, academic institutions, and government supply chain agencies.
• The data derived from these studies will be analyzed, and the findings used to catalyze the government of Ghana to develop a sustainable supply of health supply chain-specific cadres suitable for country contexts and to determine how USAID and partners' interventions can and should influence the 'supply and demand' cycle for human resources for health supply chain management.
• Influencing may be a consideration of other interventions to boost labour market.
Principal Duties and Responsibilities (Essential Functions)
• Purposely map out all health sector SCM players and institutions to be engaged in the country.
• Determine the research methodology to be used.
• Develop a roadmap for conducting the research within the time frame.
• Develop the data collection tools (Questions) and data collection technique (may include interview and focus group discussions). Questions should also explore the similarities and differences between existing government health supply chain and private sector SCM competencies. Questions should elicit the state of the SCM workforce in the country and the possible solutions from respondents, especially from key subjects. These may include.
• Determine if SCM stakeholders in the country perceive a need to develop such a framework (SCM professionalization framework containing an agreed-to competency framework), considering what such a professionalization framework should contain.
• Develop a framework that would improve the environment for improvement in the capacity of supply chain professionals within the public health sector (both from the supply and demand angles
• Determine the number of data collectors and train them on the data collection tools. Collect data. Aggregate and analyze data collected. Collect more data if need be.
• Use data analyzed to generate a final report.
• Present the final report for validation among SCM players to incorporate further inputs.
Schedules Of Deliverable(s)/Outputs
• It is expected that a report on the labour market assessment will be completed to inform and improve the knowledge of country context and impacting factors on the overall SCM labour market dynamics and to make visible how developing partners like USAID can influence the supply and demand dynamics of human resources for health supply chain management via SCM workforce development interventions, especially within the public health sector supply chain system.
Qualification Required & Experience
The consultant should be able to,
• with existing proofs, perform qualitative research using Key Informant Interviews, Focus Group Discussion (FGD), and other qualitative approaches to exploring a qualitative research question.
• Use content analysis, thematic analysis, and other techniques to generate and report findings and answers.
• The ideal consultant must possess a deep understanding of Ghana's health sector, with the advantage of having a good knowledge of the various actors and stakeholders involved in the public and private sector health supply chains.
• The consultant must have at a recognized university degree in Anthropology or related social science (at a minimum of master’s level) as well as solid professional background as a researcher (qualitative research).
Additional qualifications include:
• A demonstrated high professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
• Strong interpersonal and communication skills.
• High proficiency in written and spoken English.
