The Public Interest and Accountability Committee (PAIC) is statutory committee established by the Petroleum Revenue Management Act (Act 815) to monitor the usage and management of the petroleum revenues for the benefit of the citizenry.
As part of the strategy to equip the Secretariat, the committee is seeking to employ the services of a full-time Accountant. We are looking for a skilled Accountant who has the ability to function as part of a team.
Applications are invited from qualified, experienced and dedicated persons to fill the vacancy for the post of Accountant for the Public Interest and Accountability Committee.
Job Description
The Accountant will be responsible for overseeing the financial operations of PIAC and ensure timely and accurate financial reporting. The Accountant will be responsible for the following:
• Responsible for the processing of all transactions and classifying them in appropriate cost centre’s to ensure compliance with the PIAC financial policies and procedures.
• Review legal documents and advise management on the financial viability or otherwise of such documents as well as the compliance of provisions of such documents with the PIAC policies and procedures
• Provide periodic reports (Monthly/quarterly, semi annually and annually) to management and members of PIAC to support organisational performance updates and decision making in PIAC
• Prepare appropriate reports to donors in line with donors contracts and agreements
• Arrange for periodic audit, statutory or donor specific in compliance with the laws of Ghana and donor agreements
• Ensure timely submission of invoices and requests for funds from donor contracts
• Ensure prompt update of banking details and signatories as well as providing necessary confirmations to banks on all valid financial transactions
• Support preparation of comprehensive annual budget for PIAC for both regular and donor funded activities
• Ensure compliance with budget calender and timelines for submitting budgets for both regular and donor activities
• Prepare monthly payroll, taking into consideration all staff entitlements as well as statutory deductions stipulated in the Labour Law and the Pensions Act and other relevant laws and regulations
• Review all payroll elements periodically
• Prepare payroll data and compared with previous payroll information on a monthly basis and reconcile any difference thereon
• Keep a register of all donor contracts, tracking reporting, audit and other contract details to ensure compliance with all key conditions
• Develop unique codes and cost classification information to support effective donor reporting
Qualification Required & Experience
• BSc Accounting / B Com
• Account Technician
• Partly qualified Accountant - CA,ACCA etc Part 2
• 2 years of relevant experience
