Job Vacancy For Assistant Director For Administration At New York University In Accra



Position Summary:
This position is responsible for all business operations (HR, Finance, Facilities, Administration, etc.) of NYU Accra and for all known NYU activities in Ghana.

Principal Responsibilities:
Budget Management And Analysis
Accounting/Reporting (25%)

•   Collaborate in preparation of annual operating and research budgets
•   Participate in strategic planning in collaboration with NYU- NY based administrative and fiscal management
•   Ensure accurate and timely payment and recording of all debits, included tax liabilities; reconcile accounts
•   Develop and maintain cost and statistical databases
•   Liaise with outside accountants for audit and advisory services
•   Oversee the Creation and analysis of interim and final fiscal reports against both Ghanaian and American standards

Human Resources (10%)

•   Identify, recruit, and train appropriate administrative and student support staff as necessary and provide assistance with Faculty recruitment and onboarding.
•   Manage employee relations for administrative staff and faculty
•   Recruit and hire student workers (Federal work study fund recipients and "casual")
•   Ensure conformity with Ghanaian labour and common laws relative to fiscal rules, regulations and procedures (accurate and timely payment of social charges and taxes, etc.)
•   Maintain files and archives pertaining to salary and Ghanaian social security benefits for all administrative and academic staff
•   Prepare monthly salary and benefits data for outsourced payroll service
•   Coordinate immigration procedures for non-Ghanaian staff, both academic and administrative
•   Oversee the monthly preparation and transfer of pre-formatted expense report to appropriate fiscal officer in New York allowing immediate upload into NYU -NY fiscal software.
•   Coordinate with Sponsored Programmes Accounting and other relevant offices pertaining to compliance with grants and outside funding of Ghanaian research and sponsored activities.

Manager Of Supply Contracts (25%)

•   Negotiate and manage real estate contracts, for academic, research and residential uses
•   Under direction of Site Director and in collaboration with management from NYU-NY, assist in the negotiation and management with local strategic educational partners
•   Review space utilisation and analyse equipment inventory to ensure maximum efficiency and compliance with University and local policies and procedures
•   Provide authorisation of expenditures and purchase of equipment in accordance with NYU policies.
•   Collaborate with local contractors and NYU's Global Technology Services on design and implementation of technology and communications networks and services (telecom, internet, reprographics, etc.)
•   Negotiate and manage contracts with suppliers and service providers as well as service providers responsible for the physical plant
•   Develop greater compatibility with New York-based computer systems; evaluation and statute on upgrades and/or purchase of new material for the Centre

Legal Support And Services(20%)

•   Provide general oversight for compliance (safety and security protocols, insurance, sponsored programmes, etc.), collaborating with appropriate offices in NY and ensuring adherence to NYU Policy and US and Ghanaian laws.
•   Collaborate with Office of General Counsel, Office of Compliance and Office of Global Programs on general corporate matters (timely preparation of site annual registration with the Ghanaian government)
•   Liaise with local Ghanaian and NYU-NY legal teams as necessary for conception, drafting and renewal of contracts

Other (10%)

•   In collaboration with site leadership team, uphold and occasional initiation of key strategic partnerships with local partners; Fulbright Commission, Embassy of the
•   United States of America and its affiliates, Ministry of Immigration, US Department of State-OSAC (Overseas Security Advisory Council)
•   Develop and maintain appropriate data (on paper and in electronic form) on-site regarding students and staff, ensure accurate and efficient data storage on-site and facilitated transfer of student and staff biographic and academic data between New York and Ghana in accordance to appropriate data protection laws.

Qualification Required & Experience

•   Master's Degree in a business related field, MBA preferred
•   Five (5) years supervisory experience
•   Five (5) years full-time administration experience; Prefer prior experience with an NGO or Higher Education in an American based multi-national organisation
•   Excellent communication skills (written and verbal)
•   Fluent in English
•   Proven abilities in contract negotiation, finance, facilities management, human resources and other administrative tasks.
•   Critical thinking
•   Experience as or demonstrated capacity to be an effective, strategic leader
