Our client is a company involved in the exploration, development and production of petroleum resources in Ghana. Focused on continuous growth, our client is inviting highly skilled professionals to join its high performing team in the following capacity: Contracts & Procurement Administrator

Job Summary

•   The position holder is responsible for the development and implementation of contracts and procurement strategic plans for the contracting process (materials, equipment, engineering know-how and professional services) of oil and gas companies operating in Ghana.
•   The position holder will be responsible for reviewing and commenting on contracts in accordance with recommended processes and procedures

The successful candidate will be required, among other to:

•   Manage the contracting % procurement interface with International Oil Companies (IOCs) and service companies in a professiosnal and ethical manner.
•   Maintain the effectiveness of the contracts and procurement function including strategy, policies, plans and procedures for contracts awarded by oil and gas companies
•   Provide guidance on the overall drafting of bid documents, pre-qualification documents, bid evaluations, contract negotiations and contractor selection
•   Review and advise the company on oil and gas companies’ vendor qualification systems in relation to sound commercial, financial, technical and quality-assurance principles
•   Advise the company on strategies to maximize value and minimise commercial risks through the development and implementation of contracts and procurement strategy regarding Procurement and General Services contracts
•   Provide sound, consistent advice on regulatory requirements affecting or impinging on project controls and reporting
•   Review and comment on Request for Proposals (RFPs ) from oil and gas companies and other contracting entities for terms and conditions which must be compliant with the Local Content Legislative Instrument (LI)
•   Advise contracting companies to negotiate acceptable contract terms and conditions with clients to ensure value for money

Qualification Required & Experience

•   A good first degree in Procurement & Supply Chain Management, Contracts Administration – Accounting and or Finance options, Engineering, Economics or equivalent is required
•   Masters degree in Contracts Administration, Law, Procurement & Supply Chain Management, Economics, Engineering, Business Administration or its equivalent is preferred
•   Minimum of 10 years experience in a progressively responsible position is required, out of which not less than eight (8) years must be in a cognate position

Essential Skills & Abilities

•   Strong skills in analysis, costing and cost control systems
•   Strong computer literacy skills, i.e MS Office Suite, including Microsoft Projects
•   Demonstrated strong, extensive and successful Oil & Gas or Mining Contracts & Commercial management experience
•   Strong working knowledge of contract, procurement methodology to achieve contacting and procurement objectives
•   Good understanding of local and international compliance requirements e.g model forms of contract, trade laws etc.
•   Experience in presenting and documenting contract agreements
•   Knowledge of document control practices and sytems as applied to the management of projects
•   Extensive knowledge and track record of reviewing and successfully negotiating reasonable and acceptable contract terms and conditions with commercial clients, preferably in the oil and gas or mining industry
•   Integrity, attention to detail, time consciousness, accountability, team work ability
