Job Vacancy For Deputy Government Statistician, Operations At Public Services Commission



The Ghana Statistical Service invites applications from suitably qualified Ghanaians who are goal- oriented, results-driven with exceptional leadership qualities for appointment to the position of Deputy Government Statistician, Operations.

Object Of the Position:

To provide strategic leadership, technical and operational direction for the implementation of the programmes and activities related lo the Operations Directorate.

Duties And Responsibilities:

•   Provides professional leadership and direction in the planning, programming and implementation of activities within the framework of the GSS Corporate Plan and the National Strategy for the Development of Statistics
•   Directs the collection and compilation of social, demographic and economic data from all sources
•   Supervises the updating and reproduction of maps and supporting materials, the maintenance of sampling frame/registers
•   Supervises the analysis of social, demographic and economic statistics for publication, dissemination and storage
•   Prepares and submits quarterly, annual and other periodic reports on the Operations Directorates to the Government Statistician
•   Manages the development and implementation of an outreach and public information and statistical literacy campaign; serving as an effective spokesperson for the Service; and establishing collaborations and partnerships with key officials at all levels, within and beyond the national statistical system
•   Assesses the data needs of stakeholders periodically and develops programmes and strategies lo address data gaps and other systemic deficiencies
•   Supports the management of inter-agency technical advisory committees for the promotion  of harmonized   concepts  and definitions,   adoption  of common methods and procedures, and maintenance of standardized classifications
•   Ensures compliance with the UN Fundamental Principles of Official Statistics and the African Charter of Statistics within the National Statistical System
•   Coordinates the provision of data lo national, regional and international bodies and individuals
•   Coordinates the preparation and submission of the budgetary proposals of the Operations Directorates for incorporation into the corporate annual budget
•   Appraises  the performance of Chief Statisticians within the Operations Directorates; and
•   Assists with the day-to-day administration of the Statistical Service.

Terms of Appointment:
The appointment is for an initial period of four (4) years, renewable upon satisfactory performance.

Qualification Required & Experience

•   A PhD in Statistics, Mathematics, Economies, and Demography/Population Studies.
•   A minimum of eight (8) years' post-PhD qualification work experience in the relevant fields in a reputable institution, five (5) years of which must be in a senior management position.
•   Membership of a relevant professional association/body will be an advantage.

•   Knowledge of Computer Science and Information Technology and good knowledge of statistical computing would be an added advantage
•   Knowledge of the Labour Act, 2003 (Act 651), Financial Administration Act, 2003 (Act 654), Internal Audit Agency Act, 2003 (Act 658) and the Public Procurement Act, 2003 (Act 663)
