Dominion University College, invites applications for the position of: Deputy Registrar in charge of Human Resources
Summary
• The Deputy Registrar in charge of Human Resources shall report to the Registrar and be responsible for the day-to-day Human Resources activities of the University’s central Human Resources of the DUC.
• He/she is responsible for the administration and management of a full range of human resources functions including employee and labour relations investigations and case management, hiring and selection, reclassification reviews, performance management, coaching, training, discipline and leadership development succession planning and remuneration including leave.
The incumbent ensures that all institutional HR strategies, services, programmes, and initiatives are communicated and implemented throughout the University College in an efficient, accurate, and timely manner.
• He/she provides operational advice and consultation to all staff on a comprehensive range of human resources issues, and serves as the organisation’s primary point of HR administration, and provides input into HR operational decision-making as a strategic partner of the DUC Management Team.
Duties and Responsibilities
• Facilitates the implementation and communication of institutional HR goals, objectives, policies, and processes, in accordance with the overall mission, goals, and operational requirements of area component organisations.
• Provides consultation and professional support to senior leadership in the execution of organisational planning and development studies; performs activities such as strategic personnel planning, process consultation, and management skills coaching.
• Oversees, coordinates, and quality controls all recruitment and employment processes for the DUC, to include applicant screening and all aspects of the interview and selection process, ensuring compliance with all University employment policies and procedures.
• Plans and facilitates recruitment and outreach activities as appropriate to attract quality candidates for faculty and/or staff positions for the enterprise.
• Researches and analyses recruitment and retention issues as appropriate; develops reports and strategic recommendations.
• Facilitates investigations pertaining to issues of misconduct and policy infractions; coordinates performance management, grievance, and related documentation.
• Participates in the development, coordination, and implementation of changes and/or improvements in human resources, shared governance, strategic planning and/or other management systems and procedures for the DUC.
• Provides consultation to component leadership in the execution of organisational analyses. Facilitates organisational development activities such as strategic planning, process consultation, and management coaching.
• Performs training needs analyses, as appropriate, and initiates, develops, and/or coordinates the implementation of specific training and development programmes for new and existing faculty and/or staff.
• Provides input into the development of operating goals and objectives for the DUC, and recommends, implements and administers methods and procedures to enhance operations, as appropriate.
• Manages and coordinates the work of technical and/or administrative HR support staff as appropriate.
• Performs miscellaneous job-related duties as assigned.
Qualification Required & Experience
• MBA in Human Resource Management is required, with a final professional qualification from a recognised Human Resources professional body.
• At least 5 years of progressive senior HR management experience required.
• Knowledge of labour relations principles and collective bargaining agreements with working experience in a unionised environment, preferably in an academic environment or comparable setting with background in business operations.
• Demonstrated ability to collaborate with the DUC’s management and senior leadership in defining initiatives by having an excellent understanding of the DUC’s vision, mission, strategic objectives, issues, needs, and to align business activities to organisational goals.
• Ability to develop, plan, and implement short- and long-range goals and participate in and/or?resources to align with department objectives with the whole DUC strategic objectives and lead university human resources projects/initiatives, as needed.
• Ability to initiate and manage annual and periodic performance target-setting and reviews and assessments.
• Ability to manage employee remuneration including job grading, classification, remuneration and benefit issues.
• Ability to monitor and manage both non-teaching and teaching staff disciplinary processes, reporting as necessary to either the Registrar, Provost for Academic Affairs, or President.
• Ability to make administrative and procedural decisions and judgements on sensitive, confidential issues.
• Ability to provide on-the-job and technical guidance and training to staff, and to perform research and prepare reports and summaries based on research data.
• Ability to identify and implement effective solutions to complex human resources issues in compliance with Ghana Labour Law and local best practices in HR policies and procedures.
• Superior critical and analytical skills with knowledge of Ghana labour law required.
• Excellent interpersonal, verbal, presentation and written communications skills and skill in organising resources and establishing priorities.
• Excellent self-management skills with the ability to work independently, shows initiative and makes good decisions that affect positive outcomes.
• Demonstrates resilience at adjusting to changing situations, overcomes obstacles and effectively resolves issues.
• Excellent computer skills including Word, Excel, PowerPoint,
