The CSIR is a semi-autonomous Corporation with the mandate to pursue the implementation of Government policies on scientific research and development; encourage coordination of scientific research for the management, utilization and conservation of the natural resources of Ghana; and to advise Government on scientific and technological advances likely to be of importance to national development. Established in its present form in October 1968 as Ghana’s premier S & T Research and Development organisation, the CSIR now operates under the mandate of CSIR Act 521 of 1996, which among other things, empowers it to commercialize its research activities. From its Head Office in Accra, the CSIR oversees and co-ordinates the activities of 13 research institutes spread across the country.
Mandate of Institute of Industrial Research (IIR)
The mandate of IIR is to undertake research into process and product design and development, and to promote adaptive technology, scientific instrumentation and calibration, as well as repair of precision equipment. The Institute aims to drive national development and global competitiveness in industry through scientific and technological research.
DUTIES AND RESPONSIBILITIES
• Formulating and implementing cost-effective methods, in the use and application of human and material resources.
• Updating records on Council’s property and ensuring that all legal requirements for the management of property are met on schedule by liaising with appropriate institutions.
• Revaluating property as and when necessary and advising on and taking appropriate measures in property acquisition.
• Preparing and submitting policy proposals for efficient and economic utilization of property.
• Conducting periodic inspection of property and preparing estimates for repairs.
• Advising on maintenance of equipment, roads, buildings, etc.
• Ensuring efficient function of telephones, water, electricity supplies, etc.
• Preparing valuation and structural survey reports on Council’s property and advising on all transactions affecting (land and property, valuation for purchase, sale rental assessments, and land acquisition.
• Organising and directing network of security personnel, and updating their skills.
• Supervising and monitoring Estates staff, appraisal of staff performance, developing and recommending staff training programmes.

• Servicing CSIR Rent Assessment Committee, and providing technical support services to Guest House Management Committee, Housing Allocation Committee, Housing Loan Scheme Committee etc.
• Performing any other duties, as may be assigned by the Director of Administration.
Qualification Required and Experience
• Must have a Master’s degree in Civil Engineering, Land Economy or Estates Management.
• Must have a minimum of 10 years’ experience in Estates Management including one year post-qualification experience.

• Must have strong analytical, good writing and communication skills.
• Must be computer literate.
• Must have good leadership skills.
• Must be a team player.
• Must not be more than 50 years, at last birthday.
