The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.
Reports to: Access Project Manager
Role and Responsibilities:
• Support the Access Project Manager in the day-to-day activities of the project and ensure the timely and quality delivery of project implementation.
• Assist in coordination with MiDA team and relevant implementing entities and follow-up communicating with key entities.
• Assist in coordinating the implementation of the Access Project with key stakeholders including government institutions, trade associations including market women associations, ECG and NEDCo and other key implementing partners;
• Develop Terms of References for the planned studies in detail design and implementation of the access project; Coordinate the implementation of the planned studies Support the management of contracts for consultants and contractors implementing activities under the Access Project; these include but not limited to: review of deliverables; review of invoices and change orders.
• Prepare all relevant information required to members of the MiDA management Team including Directors of Infrastructure, Monitoring & Evaluation and Economics; Procurement; Environment and Social Performance; and Communications/ Outreach. Support the interface with MCC field staff based in Ghana and technical staff based out of Washington DC.
1) Assist in preparation of work plans and reports including budgets, implementation reports; procurement reports and others as defined by the implementation procedures
2) Regularly liaise with sector and implementation staff to keep abreast of implementation timeline and coordination of the implementation of the access project;
Qualification Required & Experience
• A university degree in engineering, urban development planning or related field
• Approximately five (5) or more years of progreasivety responsible experience managing projects and analytical work.
• Knowledge of technical and professional issues in the energy sector;
• Experience in developing Terms of References for collecting data and information of social and economic issues of urban and peri-urban communities.
• Excellent organizational skills related to project management.
• Experience in conducting research;
• Ability to work in teams, with multiple stakeholders under competing timeline;
• An understanding of challenges and opportunities of promoting infrastructure service delivery, particularly as they relate to social issues;
• Experience in the implementing projects in infrastructure service delivery;
• Willingness to undertake regular field visits and interact with stakeholders
• Advanced computer skills in Microsoft Office applications, including MS Project and MS Excel.
• Excellent written and verbal communication skills in English and local languages
