Objectives
Under the leadership of the Division Chief of Business Solutions & Program Management, the Chief Business Application Solution Development is Responsible for the full Software Development Life Cycle (SDLC) management of projects/programs. Provides direction for technical and business resources. Defines and develops project management infrastructure, manages a methodology driven quality plan, monitors and controls the quality of the deliverable, as well as manages the project completion process through customer acceptance. Works through Program / Project managers with business unit managers to form alliances on projects.
Duties and responsibilities
The main responsibilities of the Chief Business Application Solution Development are :
• Undertake the implementation of packaged applications and the development of custom applications in response to the needs of the Bank – is responsible for the full Systems Lifecycle (PDLC / SDLC)
• Coordinates systems analysis and application development activities through direct and indirect staff
• Directs development teams in the areas of scheduling, technical direction, future planning and standard development practices
• Establish strong business relationships between the CIMM team and key business stakeholders in support of both the Business Strategy and IT Strategy objectives
• Establish agile processes in support of the ‘Change The Bank’ agenda and the execution of the Road Map
• Meet scheduled milestones to ensure project/program objectives are met in a timely manner
• Identify and propose innovative technology adoption which will add value to the Bank’s operations but avoiding the use of technology for technology’s sake
• To ensure that quality standards and measures are prescribed and adhered to with the PDLC / SDLC and are continually improved where required
• Delivery of the objectives laid down in the IT Strategy
• Effective Business Solutions Design, Development, Testing & Deployment
• An effective Development Team which understands and works to clear priorities set by the business via the ISSC and the Director of CIMM
• Working effectively with Operations / Support teams to maintain a solutions lifecycle
• Innovation and agility in the selection of appropriate working methods and technologies and agreed and approved set of technology architectures, processes and standards
• Quality is seen as thematic throughout Software Development Lifecycle, is laid down appropriately within adopted methodologies and is operated as such within all project teams
• Advocacy of CIMM IT services, promoting the availability effective use and continuous improvement of those services via ongoing customer engagement feedback
• Solutions are fit for purpose: at each key project lifecycle stage gate solutions are signed-off by the business
• All project risks are effectively monitored, managed and mitigated: ensuring that a low risk profile is maintained. No project shall have risks set to anything other than ‘Green’ for more than 2 months without corrective action being undertaken
• Seek multiple solution options, making effective recommendations
• Projects are delivered on time, to budget and meet quality expectations: without adversely impacting the agreed benefits
• Excellent man-manager, mentor, coach, with a “mission first, people always” approach
• Innovative and creative, with an emphasis on continuous improvement
Qualification Required & Experience
Including desirable skills, knowledge and experience
• Master degree in computer science, software development or related business fields and/or equivalent work experience.
• 10+ years people management, coaching, and issue resolution skills. Ability to address employee concerns in an open and flexible manner. Experience in managing staff assessment, training, objective setting and reviews. This position requires mentoring others in these skills.
• Excellent IT Service Management skills with 10+ years of running complex IT Service Management operations
• 10+ years proven track record of network and telecommunications delivery including directing the use of offshore development organizations in a complex, global organization and associated methodologies/processes
• The incumbent must be able to build trust amongst all their contacts, across all levels within the organization in order to build a foundation for long term relationships and information exchange
• Possesses an in-depth knowledge of the principles, theories, practices and techniques for managing the activities related to planning application development in support of projects and programs
• Excellent knowledge of a range of applications development standards, processes, methods and languages including:
1) Agile and Waterfall IT applications development methods
2) ABAP, COBOL/CICS, C#.net, .net, PL/SQL, Java, XML Pro, HTML, SAS, Crystal Reports, Business Objects, Cognos, QlickView, VB6 / VB.net, SP, Uniface, DB2, Unix, C, Data Junction, Informatica, MS Reporting Services, Assembler, PL1, DB2, Oracle RDBMS, SQL Server, Adobe Workflow
• Excellent knowledge of custom application development methods and disciplines
• Ability to work under pressure and hit deadlines.
• Excellent interpersonal skills coupled with a collaborative managerial style
• An over-riding commitment to the portfolio’s success, customer satisfaction and team working
• Broadly skilled in information and communications technology
• Has a good understanding of the IT Service Management life-cycle and typical problems associated with the implementation of ICT projects and the maintenance and support of their results
