Job Vacancy For Decentralization Public Financial Management Specialist
Global Affairs Canada, through the High Commission of Canada in Ghana, seeks to hire a Decentralization Public Financial Management Specialist to assist with project close out activities and reporting, assess and manage PFM-related performance risks for on-budget projects, support the planning and design of future government of Ghana initiatives in the agriculture sector, track and update Canada on Ghana's PFM priorities and challenges - particularly as they relate to the Government of Ghana's decentralized institutions - and assist with policy dialogue and donor coordination related to the Government of Ghana's PFM reform efforts. The Decentralization PFM Specialist will provide technical advice and support to the Ministry of Food and Agriculture (MoFA) and other beneficiary institutions of the modernizing agriculture in Ghana (MAG) program
The consultant must have the following knowledge and qualifications
• Experience working monitoring or evaluation of budget support programs related to international development
The consultant should have the following experience and skills
• Bachelor's degree from a recognized post-secondary institution
• At least 5 years of relevant work experience in Ghana
• Demonstrated experience providing technical advisory services on PFM issues to bilateral or multilateral institutions
• Knowledge of the Government of Ghana's decentralized governance system that is applied in the agriculture sector
• Demonstrated experience working with government and/or donors in a technical capacity on a variety of public financial management issues with attention to project planning, budgeting and monitoring, including in government-donor coordination groups
• Excellent English writing skills
