Job Vacancy For Director (Internal Audit) At Ghana Health Service



The Ghana Health Service is an autonomous Agency of the Ministry of Health responsible for providing and prudently managing comprehensive and accessible health service at Regional, District and Sub-district levels in accordance with approved national policies. To achieve this, the GHS must attract and appoint suitably qualified personnel to carry out its mandate at various operational levels.

Job Summary

The Ghana Health Service invites applications from suitably qualified Ghanaians who are goal-oriented, results-driven with exceptional leadership qualities for appointment to the above mentioned position.

To advise the head of management on the effectiveness of risk management controls and governances processes with the GHS.

Job Purpose:
To provide technical leadership and administrative and operational support for the development and maintenance of efficient financial control and management systems in the Service in accordance with policies and guidelines of the Internal Audit Agency.

Key Duties and Responsibilities:

• Updates audit procedures and programmes to guide audit staff on the approach and methods to be used to conduct internal audits, assess controls, verify assets, inspect records, ascertain compliance, accordance with the standards for the Professional Practice of Internal Auditing, as applicable to the Service
• Determines the adequacy of audit coverage and the optimal use of human, material and financial resources to achieve the desired level of reasonable assurance to the service
• Monitors the implementation of recommendation raised in audit reports of the service
• Reviews the administration of programmes and operation of the service and recommends corrective action
• Updates the standard procedures, prepares initial audit reports of the service and submits recommendations and guidelines for internal audit in the service
• Supervises the preparation of quarterly internal audit reports in the service
• Carries out investigation and special audit assignments in the service
• Maintains a system of quality assurance to ensure that staff are adequately supervised, and that work is adequately planned, co-ordinated, carried out and reviewed in accordance with established procedures
• Brings to the attention of Management, opinions or suggestions that warrant serious consideration
• Maintains the outcome of audits and evaluations in the strictest of confidence, subject to any legal or ethical requirements for disclosure to outside authorities
• Provides the annual plans and budget of the Division for inclusion in the Service's annual plans and budget
• Prepares detailed reports of all internal auditing activites, including comparison of actual work performed to plan, within specific time schedules
• Co-ordinates the total auditing effort, both internal and external, with a view to minimising duplication of efforts
• Communicates with the external auditor(s) on all significant matters, which will be brought to the attention of the Audit Committee of the Ghana Health Service Council
• Performs any other official duties to be assigned by the Director-General from time-to-time

Terms of Appointment: Applicant must be eligible and capable of serving a full term of four (4) years before attaining the compulsory retiring age of sixty (60) years

Qualification Required & Experience

Person Specification:

• A Chartered Accountant from any of the professional institutions (CIMA/ICA/ACCA/CPA)
• A post-graduate Degree in Auditing, Management or related field
• A minimum of ten (10) years' practice in auditing in the public service or a reputable audit firm, five (5) years of which must be in a Senior Management position
• Must be a member of good standing with a recognised professional institution/body
• Must have considerable strategic, interpersonal and analytical skills with a deep understanding and appreciation of the strategic and operational challenges in the Health Sector
• Must be performance-driven and keen to achieve results
