The Ghana AIDS commission invites applications from suitably qualified Ghanians with the requisite specifications and experience for appointment to the position of:-

Director Of  Finance

1) Object Of The Position

To plans, manage and advise on the efficient utilization and control of funds provided to the commission for the
implementation of the National Response.

2) Duties and Responsibilities

. Advises the commission on financial matters in the implementation of the national response.
. Designs, implements and monitor to ensure that financial and accounting policies and procedures of the commission are complied with.
. Manages contracts for financing of sub-projects undertaken by implementing partners.
. Designs systems, policies and procedures for the preparation, implementation and monitoring of annual budges and prepare the relevant financing reports.
. Liaises with funding partners and GOG to ensure the funds allocated to the national response are made available at the
desired time.
. Plans and develops strategies for mobilization of funds for sustainability of the national response.
. Designs and implements systems and procedures for the proper recording of all financial transactions.
. Coordinates and supervises the preparation of the final accounts
. Liaise with external auditors and coordinate the audit of financial transactions of the commission.
. Coordinates the preparation of budgets and their effective disbursements.

3) Qualifications And Experience

. Minimum of a Masters degree and a professional qualification in Accountancy from a recognized institution, such as ACCA, ICA (Ghana), CIMA, CPA or its equivalent, an MBA finance is an advantage.
. A minimum of ten (10) years relevant post qualification experience five (5) years of which should have been in a senior
management position

4) Competencies And Skills

. Strong administrative, leadership and managerial skills
. A team player and good human relations
. Effective communication skills (both oral and written)
. Considerable knowledge of the Financial Administration Act, Internal Audit Agency Act and the public procurement act.
. Experience in mobilizing funds to support programme implementation
. Experience with multi-donor accounting and funding procedures
. Adequate technical knowledge and commitment to HIV/AIDS issues
. Proficiency in the use of the computer and skills in computerized accounting.
