Duties and Responsibilities

The Director of the International Law Division is the Head of the International Law Division of the Attorney-General’s Department. The Division is generally responsible for matters of international law, particularly matters relating to the international legal obligations of the Republic. The successful candidate will thus be responsible for:

•   Advising the Attorney-General and other Ministries, Departments and Agencies on matters pertaining to the international legal obligations of Government under the Constitution and any other law in force, including, but not limited to, international treaties, conventions and customary principles of international law;
•   Assist in the negotiation, preparation and interpretation of treaties, conventions, protocols and other international agreements in collaboration with other Ministries, Department and Agencies;
•   Provide substantive support to technical co-operation activities and training assistance involving international law;
•   Prepare and maintain a depository of all international treaties and conventions to which the Republic is a Party and keep records of registration of treaties with the United Nations and other international organisations;
•   Organise and co-ordinate continuing legal education (CLE) training seminars for staff attorneys of the International Law Division;
•   Advise on litigation in foreign courts in which the Government of Ghana is a party and, in collaboration with the Solicitor-General, represent Ghana in proceedings before international tribunals and arbitral bodies;
•   Liaise with foreign external lawyers retained by the Republic to conduct litigation on its behalf and report as and when necessary to the Attorney-General;
•   Advise on issues relating to mutual assistance between Ghana and other countries in the area of the enforcement of trans-boundary criminal law;
•   Supervise the staff attorneys of the International Law Division;
•   Co-ordinate all the activities of the International Law Division;
•   Any other duty that may be assigned by the Attorney-General

Qualification Required & Experience

•   The successful candidate must be a lawyer with not less than twelve (12) years standing at the Ghana Bar and a minimum of five years practical experience in either the teaching of International Law, working for an international organisation or advising international clients. A Master of Laws (LL.M) degree in Public International Law or any of its allied disciplines (e.g., International Trade Law, International Investment Law and International Commercial Transactions Law) will be an advantage.
•   He or she must also have excellent analytical, organisational and communication skills and must be knowledgeable in the use of information and communication technology
(ICT) tools. The nature of work at the Ministry of Justice and Attorney-General’s Department demands that the successful candidate must also be a team player.
